Under the general guidance of a Senior Transportation Engineer, Caltrans and a Supervising Transportation Engineer, Caltrans, the Transportation Engineer (Civil) is an interdisciplinary team member who performs duties related to the planning and managing complex multi-modal projects. These duties include developing, organizing, and directing activities that lead to the successful delivery of transportation improvements that meet local, regional, and state objectives, as well as cost and schedule constraints. The incumbent is required to implement project management principles, transportation planning, internal and external stakeholder engagement, project programming, and budgeting and works collaboratively with the project development team to guide projects through the project development process.
Candidates are required to review the Minimum Qualifications (MQs) for this classification. If you meet MQs under Pattern II and require the TE Civil in-person written hurdle exam, DO NOT TAKE the TE Civil online exam prior to passing the written hurdle. Candidates who take the TE Civil online exam prior to passing the written hurdle may negatively impact their hiring eligibility. Position located in San Diego, San Diego County.

Work is accomplished in a variety of settings, such as an office setting with artificial light and temperature control, outdoors in remote areas, along the travel way of highways, wetlands, in heavy construction zones, on bridge caps and piles, mountain tops, and on the propriety of private citizens. Work must be performed on various terrain(s), including but not limited to slopes. The incumbent will work in all weather conditions, including the summer deserts and the winter mountains.
Possession of a valid driver's license is required to operate a State owned or leased vehicle.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Demonstrated practical ability and experience in Project Management (PM), including experience coordinating, monitoring, and managing multiple complex projects, delivery milestones, resource budgets and estimates, and PM tools/databases. Please provide examples. Experience communicating effectively orally and in writing with internal and external partners, preparing technical correspondence and comprehensive reports, addressing an audience, maintaining open communication with functional units and staff, including consultants, and leading project delivery meetings. Experience working with various stakeholders and ability to identify, communicate, and resolve complex project delivery issues. Demonstrate your experience and provide examples of phases, project development procedures, standards, policies, technical studies, and practices. Provide examples of oversight for these phases and the ability to analyze projects for appropriate use of application of standards and the viability of products developed by the assigned staff. Experience analyzing facts, data, and situations, using various problem-solving techniques and adopting an effective course of action, developing new and innovative ideas, and recommending solutions for continuous improvement.
