Summary

This position is located in the Executive Office of the President, Office of Management and Budget, Office of the General Counsel. The OMB General Counsel's office provides legal advice and assistance relating to the full range of government-wide and agency-specific matters that OMB handles, including regulatory actions, legislative proposals, budget and appropriations issues, procurement policy, grants policy, and financial management policy.

Duties

As a Attorney-Advisor (General), GS-0905-13, your typical work assignments may include the following:

This position is located in the Executive Office of the President (EOP), Office of Management and Budget, General Counsel's office. The incumbent serves as an Attorney, responsible for advising and performing work regarding FOIA and PA matters.
  • Manages the processing of FOIA and PA requests received by the organization. Reviews documents to assess whether exemptions or privileges apply under FOIA and PA regulations. Provides guidance to staff regarding the proper handling and disclosure of information. Ensures compliance with all relevant laws, regulations, and organizational policies pertaining to FOIA and PA requests. Redacts and tags documents in Ringtail. Uploads records, performs searches, and maintains notes in FOIAX press to track particular FOIA and PA requests.
  • Assists in the preparation of rolling productions, response letters, declarations, and Vaughn indices. Coordinate with counsel from the Department of Justice when necessary to represent OMB in FOIA and PA litigation proceedings.
  • Conducts legal research and analysis on FOIA and PA-related issues as they arise. Provides legal advice and counsel to the organization's leadership and staff on matters pertaining to FOIA and PA compliance. Stays abreast of developments in FOIA and PA laws, regulations, and judicial interpretations to ensure the organization's practices remain current and compliant.
  • Develops and delivers training programs and materials to educate staff on FOIA and PA requirements and best practices. Serves as a resource for staff seeking guidance on FOIA and PA matters. Collaborates with the FOIA Officer and other relevant stakeholders to continually improve processes and procedures related to FOIA and PA compliance.

Qualifications

GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.

SPECIALIZED EXPERIENCE: In addition to the general requirement: you must have professional legal experience in excess of two years that commensurate with the position's duties and responsibilities.

1.) Processing of FOIA and PA requests received.

2.) Assists in the preparation of rolling productions, response letters, declarations and Vaughn indices.

3.) Conduct legal research and analysis on FOIA and PA-related issues.

4.) Develop and deliver training programs and materials to educate staff on FOIA and PA requirements.

Education

Applicant must possess a professional law degree (J.D., LL.M., or S.J.D.) from a school of law accredited by the American Bar Association (ABA) and be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing.
