T his position will have a start date of June 10, 2024.

The Office of Information Technology Services (ITS) currently has an opening for a Business Analyst (BA) position in the Chinden office in Boise.

The Business Analyst will evaluate agency business requirements to assist in project prioritization, agency strategic alignment and project requirements development in order to ensure maximum value to the state for all project investments. This position will work directly with the application development, enterprise architecture or project management teams to deliver customer products. Technical knowledge of best practice software solutions and products is required.

The selected individual must have the ability to ensure alignment between agency business needs and business system design and functionality in a variety of computer systems across a wide range of Idaho State agencies. This position will facilitate new and enhanced business system functionality, improve, and refine existing business processes, develop business requirements, and communicate project and business goals between product owners and teams at ITS involved with the implementation.

Please note: The successful candidate will be required to pass a comprehensive fingerprint-based background check specific to the agencies ITS supports.

Example of Duties

  • Evaluate agency needs, operations, services, and statutory obligations to develop and recommend best possible solutions
  • Coordinate the gathering and reconciliation of detailed business and systems requirements.
  • Assist the agency and project management teams to evaluate and establish project priorities across a large project portfolio.
  • Evaluate, reconcile, and define project change requests and associated project and budget impacts.
  • Define project scope, establish project budgets and associated delivery and resource requirements.
  • Evaluate, define, improve, and establish key performance indicators (KPI) that provides feedback on project delivery performance and project delivery outcomes.
  • Collaborate with business managers and specialists in policy and operations to ensure business system functionality meets business requirements, strategic alignment, budget requirements and timelines.
  • Facilitate project discovery and requirements gathering meetings between IT and agency business teams and key stakeholders.
  • Collaborate with Information Technology staff to ensure best practices are addressed through requirements. Ensure that the best use of available technologies is leveraged, whether that is custom application development or using out-of-the-box solutions. And confirm that system improvements are understood and considered in business system solutions.
  • Obtain approvals to proposed changes in project scope, quality, budget, or schedule in conjunction with the project delivery manager and key stakeholders.
  • Recommend and plan actions to bring about compliance with regulations and program goals.
  • Facilitate communication throughout the agency regarding IT priorities and practices.


MINIMUM QUALIFICATIONS:

  • Good knowledge of project management.
    Typically gained by two years experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion.
  • Good knowledge of organizational/business analysis and evaluation.
    Typically gained by having successfully completed six semesters hours of upper division business-related college coursework AND I have at least two years of full-time professional experience evaluating, analyzing and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or related field; OR at least four years of full-time professional experience evaluating, analyzing. and planning work.
  • Good knowledge of process improvement methodology.
    Typically gained by two years experience performing requirements discovery, process analysis, and preparation of reports and written documents.
