The Department of Financial Protection and Innovation is recruiting for one (1) permanent, full-time, Staff Services Manager III , Chief, Fiscal Management Office (FMO) , within the Administration Division/Fiscal Management Office . Position to be headquartered in the Sacramento office in a hybrid remote work capacity. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

The Chief of the Fiscal Management Office is tasked with the responsibility of organizing, planning, and directing the work of the Budget and Accounting Units. Under the general direction of the Deputy Commissioner of the Administration Division, the Chief serves as a vital fiscal advisor to the Commissioner and executive leadership, providing valuable insight and guidance on financial matters.

The Chief acts as a liaison between the Department of Finance, Business, Consumer Services and Housing Agency, and Legislative Analyst's Office, ensuring that all appropriate parties are kept up to date on the latest developments in fiscal management and providing expert guidance on complex issues. The Chief's role is critical to the smooth functioning of the organization, ensuring that financial resources are managed effectively and efficiently and that all parties are kept informed and engaged.

Working Conditions

The Sacramento office is located in north Natomas. The Natomas office offers FREE PARKING , is easily accessible from INTERSTATES 5 and 80, and is also close to various dining and shopping choices in the Natomas area.

This position is designated as remote-centered (50% or more working from an alternate work location). An alternate work location could be an employee's residence or other approved site. Telework is subject to the DFPI's Telework Policy and in accordance with Government Code Sections 14200-14203 for employees residing in California.

Department Information
The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. CONFLICT OF INTEREST

This position is subject to Title 10, § 250.30 of the California Code of Regulations, the Department of Financial Protection and Innovation's Conflict of Interest Regulations, the incumbent is required to submit a Statements of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st and within 30 days of leaving office.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Extensive knowledge of the State budgetary process and all its policies, processes, technical operations, terms, methodologies, or managing the budget process for a city/local government. Due to the complexity of the Department's programs and funding sources, the incumbent should also have experience developing baseline budgets, preparing, and reviewing budget requests, and analyzing legislation to determine financial impacts.

Possess demonstrated management capabilities, including the ability to lead and motivate groups, develop, and maintain relationships, set priorities, develop objectives, and monitor the performance of a highly technical operation under stressful conditions. Able to direct staff and plan for workloads to meet short timeframes. The individual must have good communication skills, both written and verbal, to be effective in dealing with the executive and program staff of the Department, representatives of the control agencies, and the Legislative Analyst's Office.
