The Street Transportation Department is seeking a motivated individual to fill a Civil Engineer II position in the bridge and dam safety section under streets maintenance. The bridge and dam safety section Civil Engineer II performs civil engineering duties (under supervision of CE III) that include project management responsibilities, negotiation of contracts with consultants and contractors, ensuring compliance with standards, contracts, construction plans, and specifications for Capital Improvement Projects.

Additional duties include:
  • Participate in emergency response and emergency trainings as well as tabletop exercises.
  • Evaluating cost estimates, project specifications, and construction documentation.
  • Develop and implement strategies for rehabilitation and maintenance of bridges and dams, ensuring compliance with industry standards and regulations.
  • Track and communicate changes in the Five-year Plan for Bridge and Dam Safety, ensuring alignment with departmental objectives and budgetary constraints.
  • Facilitate communication with consultants and contractors through correspondence and negotiations, preparing agreements and documentation as required.
  • Provide expert guidance to contractor representatives regarding best practices for bridge and dam maintenance and safety measures.
  • Respond promptly and professionally to citizen inquiries regarding bridge and dam safety measures, addressing concerns and disseminating relevant information.
  • Coordinate with other City Departments to mitigate conflicts in project schedules and optimize resource allocation.
  • Foster close coordination with City Staff across different divisions and departments, as well as external agencies, to streamline project execution and ensure alignment with organizational goals.
  • Collaborate with the City's Bridge and Dam CEIII to effectively monitor construction contracts and job orders, maintaining meticulous records of project progress and expenditures.
  • Engage in daily interactions with consultants and contractors, particularly in the context of Project Assessments, JOC repairs, pump maintenance, and Bridge Reconstruction/Rehabilitation projects.

IDEAL CANDIDATE

  • Proficient using Microsoft Office programs.
  • Proficient project management and negotiation abilities.
  • Strong analytical, problem-solving, and communication skills (written and oral).
  • Knowledge of Arizona Department of Transportation ADOT bridge design processes and inspection requirements.
  • Knowledge of construction methods, materials, and practices relevant to municipal Right-of-Way streets, dam maintenance, and bridge projects.

SALARY

Pay Range: $63,044.80 to $118,872.80 annually.

Hiring Range: $63,044.80 to $84,468.80 annually.

MINIMUM QUALIFICATIONS

  • One year of experience in the practice of civil engineering work,
  • Bachelor's degree in civil engineering; Master's degree preferred.
  • OR Two years of experience in civil engineering and a related engineering degree.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Engineer In Training (EIT)/ Professional Engineer (PE) certification.
  • Experience with agency and municipal coordination.
  • Experience with plans, SOW, roads and bridges, and material specifications.
  • Experience engaging with the public and addressing community concerns in civil engineering projects.
  • Civil Engineering design experience related to flood retarding structures, H&H analysis, and culvert design.
  • Two years of project management experience in complex capital improvement projects.
  • Two years of experience in structure engineering design, plan review, inspection, construction, or project management.
