The Associate Governmental Program Analyst (AGPA) in the County Administration Unit of the Medi-Cal Eligibility Division (MCED), will need to work independently and proficiently at interpreting state and federal regulations with minimal supervision. This position manages budgets, generates expenditure reports, and provides recommendations to management, which have significant impact on California's Medi-Cal program, county government operations and finances. The AGPA must possess a strong understanding of financial principles, have exceptional analytical skills, and can proactively identify opportunities to streamline processes and improve financial efficiency. The AGPA will assist in reviews of administrative budgets and administrative activities for California's 58 counties. Will help with the analysis of spending patterns, work indicators, and prepare reports of various complexity on county-specific topics and provide analytical support and budget alternatives to management. The AGPA will analyze financial documents, trends, and data to identify discrepancies between budgeted and claimed activities and make informed recommendations. Will work with other internal departments to develop and monitor corrective action plans to adjust for any variances. Will review proposed changes to Medi-Cal eligibility policies for potential fiscal impact on county administrative costs. The AGPA will need to effectively communicate financial information and recommendations to stakeholders, both orally and in written correspondence. The AGPA will heavily use Microsoft Excel and Microsoft Word, demonstrating proficiency in developing and analyzing financial data. The AGPA will participate in the development of a new budget methodology which will be more aligned with current eligibility rules and practices, and will be responsible for drafting and executing a comprehensive annual federal project, collaborating effectively within the team. Travel to local meetings and or trainings may be required 5% or less of the time.

  • Describe a financial project you have worked on in the past. What was your role in the project, and what were the outcomes?
  • Describe in detail your experience in creating and allocating budgets as well as tracking expenditures. Include any experience you have with Reconciliations and how you have identified and handled discrepancies between budgeted and claimed financial data.

    Telework Information

    Non-Exempt Positions:

    This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.
