Job Description:
  • Act as the in-house Contract Manager subject matter expert to oversee agency contract management activities and enforce principles of integrity and compliance.
  • Ensure that contracts and proposals are accurately entered into databases and properly maintained.
  • Assist in developing standards for contracts, including payment terms, service level agreements (SLAs), and provisions.
  • Conduct appropriate administrative and operational research to support proposal and contract development.
  • Facilitate contract strategy meetings to identify issues and requirements, obtain stakeholder input on timelines and deliverables.
  • Draft contractual provisions based on strategy discussions, stakeholder input, and agency needs and expectations.
  • Ensure the accuracy and appropriateness of contract text and attachments.
  • Engage with insurance companies to address coverage adequacy and purchasing needs.
  • Involve relevant stakeholders in negotiation decisions concerning legal or regulatory requirements, contract standards, and cost targets.
  • Develop and execute negotiation strategies that minimize potential losses and provide the best value for the state.
  • Act as the primary agency contact during contract negotiations and track agreed-upon negotiated terms.
  • Monitor deadlines on deliverables and maintain ongoing communication with stakeholders, staff, and vendors regarding contractual issues.
  • Perform risk assessments on active contracts.
  • Prepare and complete contract award and contract close-out documents.
  • Review contractual performance of both parties to ensure compliance with terms and identify conflicts or changes requiring resolution at contract renewal.
  • Adhere to CSEC leave policy and comply with all agency policies and procedures.
  • Perform routine administrative functions and other duties as assigned.


  • QUALIFICATIONS:
    • Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred. Education and experience may be substituted for one another.
    • Certified Texas Contract Manager (CTCM) with at least 4+ years of experience.
    • Proficiency in IT contracts and procurement regulations, negotiating contracts, developing contracts, business administration, accounting principles, and procedures of contract management.
    • Ability to write and edit contract requirements and specifications, evaluate contracts, and interpret policies, procedures, and regulations.
    • At least 2+ years of State Contract Management experience monitoring Deliverable Based Service contracts.

    Preferred (Optional) Skills/Experience:
    • 1+ year of experience in Salesforce.
    • 1+ year of experience with CAPPS 2.0.
    • Certified Texas Contract Developer (CTCD) with at least 1+ year of experience.
    • 3+ years of experience in performing Risk Assessments and Contract Monitoring.
