Duties

Serves as the IMCOM G9 Child, Youth and School (CYS) Services trainer and Subject Matter Expert for child and youth development training. Assumes responsibility for ensuring compliance with statutory and regulatory requirements to include but not limited to: child/youth development, national accreditation, DoD certification, environments, equipment, materials, special needs inclusion, curriculum, risk management practices; and oversight and coordination of activity/program schedules; and supportive interactions and positive social development Army-wide. Conducts analysis of trends throughout the enterprise to identify gaps that can effectively be corrected through appropriate training.

Applies professional knowledge to develops training materials, handbooks and operational guidance for use throughout the Army. Provides extensive technical assistance both electronically and on-site to ensure competence of staff and quality of programs that meet or exceed national standards.

Maintains state-of-the-art knowledge of child and/or youth development philosophy, principles, methods, and techniques as endorsed by the Department of Army and nationally recognized child/youth organizations.

Designs and implements annual CYS program plan based on trends and analysis to include training goals and objectives, plan to meet garrison staff needs, curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth. Ascertains specific needs for training, determines the objective and scope of annual training topics; develops, revises, and/or adapts curriculum to suit individual garrison child/youth changing needs. Evaluates conducted trainings and training materials. Recommends suggested changes and improvements.

Serves as a consultant to the IMCOM Higher headquarters Inspection teams with primary responsibility for training and programming regulatory requirements. Analyzes results of inspections, reviews, and rating scales, interprets the results in terms of program strengths and weaknesses, and works with garrison and region management personnel to implement corrective action plans. Works cooperatively with other G9 staff, region and garrison staff to ensure seamless service and continuity of quality options for all children and youth. Works under the direct supervision of the CYS Services Branch Chief and senior rated by the CYS Services Deputy Division Chief.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Basic Requirement: 1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours specifically in childhood development, early childhood education, or elementary education. Coursework in youth development and/or secondary education may be credited only if the position supports youth programs (age 13-18). General coursework in psychology; sociology; physical education; or recreation (applicable to youth programs only), is not creditable unless it is directly-related to child/youth development.

OR 2. Completion of at least 24 semester hours in coursework in the above disciplines, plus additional coursework and/or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study in the indicated disciplines.

In addition to the above, candidates must possess the following: Experience as a trainer for a large, center-based childcare or school age program (youth program experience is creditable if the position supports youth age 13-18). This experience must have included all of the following:

1. Delivering a comprehensive training and professional development program for care-giving personnel in a variety of settings (on-the-job, classroom, online/electronic).

2. Developing training goals, objectives, and curriculum based upon changing needs (i.e., special needs inclusion, current child/youth development philosophy, risk management, accreditation requirements, etc.).

3. Evaluating or inspecting training programs to ensure compliance with regulatory requirements and baseline standards.

4. Experience demonstrating the ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.

5. Demonstrated verbal and written communication skills sufficient to develop and deliver formal reports, briefings, and proposals to senior leaders at the MACOM, region, or HQs level.

Recommended highly-qualified candidates will possess: Experience as a lead trainer responsible for multiple programs concurrently (CDC, SAC, Youth, FCC). Experience working on teams or special projects with CYS proponents at the region, MACOM, or HQ level. Possess knowledge of adult learning techniques and strategies and experience training adult learners. Demonstrated experience working with outside organizations such as the NAEYC, COA, CDA, Teachstone, Boys and Girls Club of America (BGCA) and 4-H programs. A minimum of 24 months experience as a CYS Program Manager, Training Specialist or equivalent. Skill in the administration and interpretation of the environmental, program, and child abuse probability assessments.
