Duties

The position is located in the U.S. Capitol Police, Office of the Assistant Chief of Police for Uniformed Operations, Command and Coordination Bureau (CCB), Command Division, Command Center, Reports Processing Section.

A Data Analyst:

Provides enhanced and unique capabilities to acquire, coordinate and execute mission critical objectives which focus on continuous process improvement in the areas of continuity and contingency planning, planning of special events, guiding responses to incidents and emergencies, documentation and processing reports, ensuring successful prosecutorial outcomes, and managing multi-agency responses to evolving emergency and crisis situations.

Serves as a technical authority on data management, data analysis, data quality, and/or data governance. Identifies, analyzes and interprets trends or patterns in complex data sets. Profiles, analyzes, validates and documents data using statistical techniques. Analyzes and uses data content to review, provide quality control of information and correct any deficiencies in reports.
Works closely with all levels of management to identify and repair data quality issues by addressing root causes and quality of information provided. Supports qualitative and quantitative analytical assignments for the purpose of strategic planning, policy, and business process development and improvement, including evaluation and assessing impacts and risks.

Routinely performs analyses of data and processes to monitor and improve decision making for senior management. Analyzes complex business issues and requirement and assists with the development of project proposal and recommendation to CCB management. Produces functional specifications to include business rules, data analysis and data mapping to varied levels of personnel and develops staff for new efforts requiring CCB data and information.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-09/GS-11 you must have one year (52 weeks) of specialized experience equivalent to at least the CP-08/GS-10 level which is in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes: 1) using qualitative and quantitative analytical techniques to make recommendations on a variety of data collected and disseminated; 2) generating reports, charts, and graphs that convey statistical and/or technical information; 3) developing analytical competencies, identifying issues, and performing preliminary analysis of information and data; and 4) recommending and developing standards, policies and procedures for data management services.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Education may be substituted for experience. For CP-9: Candidate may possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Background Investigation Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
