Job Duties

The Hepatitis and Harm Reduction Program Specialist will provide assistance to the viral hepatitis prevention program and drug user health program. This position provides input in the development and implementation of viral hepatitis prevention and drug user health programs. Monitors contracts and conducts quality assurance reviews; develops corrective action plans for non-compliant contractors; prepares assigned portions of grant applications, narratives, progress reports and other documents; manages the competitive and/or sole source procurement process; reviews and reconciles contractor invoices; expense monitoring; reviews and acts on requests for budget and work plan modifications; maintains contract files; works with community-based organizations, clinical partners, universities, community members, and consumers to strengthen prevention services; assess and evaluate programs to determine adherence to established plans and protocols.

Performs day-to-day program oversight in a district or as part of a statewide program. Characteristic duties include conducting studies and research, technical training and programmatic assistance, program evaluation, policy development and analysis, andcoordination of resources. Monitors grant applications and disbursements to assuresufficient funds are available to support program commitments. Responsibilities arecarried out independently based on an outline or work plan developed by or approvedby the supervisor. Thorough knowledge of program policies, procedures, service delivery methods and clear communication skills are necessary.

****This is a grant funded restricted position. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of grant or non-general funds.

Minimum Qualifications

- Relevant experience in HIV/STD, or viral hepatitis prevention
- Proficient in Microsoft Office Suite to include Word, Excel and PowerPoint
- Experience monitoring contracts and budgets
- Experience reviewing and preparing reports
- Experience in community engagement or coalition building

Additional Considerations

- Progressive experience in Public Health, health education or related field
- Experience working in community settings
- Experience working with persons vulnerable to HIV, STI or viral hepatitis
- Experience using epidemiological data to inform program planning
