The Division of Welfare is excited to announce an opportunity for a compassionate, motivated, and innovative team member to join us as a Program Specialist - DHW for the Idaho Child Care Program (ICCP) in Self-Reliance. We are seeking a candidate who is passionate about working to improve systems for children and families. The successful candidate must be skilled in reading and interpreting laws and regulations, engaged in building relationships with partners and stakeholders, and someone who enjoys problem solving and contributing knowledge to improve our programs. This candidate will be the subject matter expert for the Idaho Child Care Program. In addition to the primary responsibilities under ICCP, the candidate will provide supplemental support for Daycare Licensing and complaints as needed.

This position is located in our main business office in downtown Boise, Idaho. A two day per week hybrid schedule may be available after a successful probation period.

Applicants must be able to demonstrate good communication, excellent customer service, and relationship management skills. We are seeking candidates who have strong critical thinking and problem-solving skills. Excellent written and verbal communication skills, as well as policy research and writing skills will be essential for this position.

EXAMPLE OF DUTIES:

  • Analyze current, proposed, amended, and new laws and regulations to assess program and/or rules impact.
  • Collaborate with program experts to determine intent and content of rules and confer with managers to review and finalize draft rules.
  • Recommend and draft rule and/or policy changes and documents, coordinate, and/or monitor rule-promulgation processes.
  • Communicate complex policy in understandable terms both orally and in writing, provide technical assistance and trainings about policy clarification and guidance to staff and key stakeholders.
  • Develop and maintain records in automated systems while identifying problems and trends to make improvement recommendations via established protocols.
  • Work collaboratively with automation and IT teams to ensure program needs are met.
  • Consult with managers on process and procedure development and implementation and prepare Department responses to compliance issues or problems.
  • Develop and update program procedure and policy manuals and provide input on program state plan development and recommended amendments.
  • Work in partnership with division staff to create tools, materials, and documents necessary for contract monitoring.
  • Respond to inquiries from staff, customers, and key stakeholders including gathering, reviewing, and providing information necessary for fair hearings, audits, and public record requests.
  • Develop program forms, documents, reports, and instructions in alignment with program requirements.
  • Assess need for training when implementing policies and procedures and participate in development and dissemination of training materials.

MINIMUM QUALIFICATIONS:

  • Experience developing, recommending and/or evaluating policy and procedures and recommending changes.Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
  • Experience developing technical written materials such as policies, technical manuals or rules/regulations.Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.
  • Experience providing technical program assistance to staff.Typically gained by at least one year experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.

SPECIALTY MINIMUM QUALIFICATIONS:

  • A valid driver's license.

  1. Good knowledge of current child care and public assistance laws and regulations. Typically gained by completion of a Bachelor's degree in child development, early childhood education, psychology, social work, or human services.
  2. Knowledge or experience in working with automation or systems design, including the development of business requirements for technology and automation solutions that will enhance current program outcomes. Typically gained by at least one year of experience where a primary responsibility was to work with developers or business analysts to incorporate program rules and guidelines into technology, process, or automation solutions.
