Summary

Serves as an IT Project Manager in DCHR. The incumbent manages highly complex IT investments and efforts with responsibility and accountability as a technical authority and advisor in project management, covering a wide range of technology and SSA applications. The incumbent is responsible for establishing integrated project and product teams, developing and implementing IT plans and overseeing plans of subprojects and releases.

Duties

  • Identifies customers' information systems requirements and analyzes information systems requirements or environment. Integrating information systems subsystems for complex IT initiatives.
  • Prepares outcomes and presents reports and memoranda, oral briefings, seminars,
  • (continued), workshops, and recommendations concerning long-range objectives that provide authoritative information and analyses,
  • (continued) which examine, compare, and develop available options to devise new approaches to understanding issues involved, and contributes to the planning of solutions.
  • Provides expert advisory and consultative services to the overall development, direction, analysis and evaluation of all aspects of IT project management strategy and task execution,
  • (continued) aligning IT Project Management directives with agency goals and objectives. Ensures work efforts achieve desired outcomes, including business goals, cost, schedule, scope, quality, risk, and resources.
  • Provides direction and coordination in the development and ongoing process improvement of IT Project Management evaluation and monitoring strategies,
  • (continued) methodologies, tools, success criteria, and metrics that measure project success, realized value, variance thresholds, and criteria for remedy plans.
  • Develops information systems testing strategies, plans or scenarios. Also, determines appropriate products or services with clients or customers to define project scope, requirements, deliverables and project management plans.
  • (continued) Manages the identification and analysis of customer information systems requirements and/or environment. Ensures project performance measurements and success criteria are understood by the project team.
  • Leads coordination, facilitates progress and integrates tasks and activities across project and/or product lifecycles.
  • (continued) Manages tracking of project progress and approves project status reports using standard SSA project management tools to promote data transparency.
  • Coaches and mentors team members on assigned IT projects, providing leadership, advice, guidance, and counsel.
  • Determines appropriate products or services with clients or customers to define project scope, requirements, deliverables and project management plans.
  • (continued) Manages the identification and analysis of customer information systems requirements and/or environment. Ensures project performance measurements and success criteria are understood by the project team.
  • Develops and implements project management plans to manage scope, schedule, budget and cost. Negotiates commitments with product stakeholders related to project management plans.
  • Identifies key tasks, milestones, team skillsets and level of effort needed to complete project objectives. Ensures integrity of project management data in SSA's standard project portfolio management tools.
  • Manages overall project tasks and resources including labor, hardware, software and services.
  • Develops and administers program or project communications and product release plans, ensuring regular and consistent communication with project stakeholders across lifecycle phases.

Qualifications

Applicants must have 52 weeks of specialized experience at or equivalent to the GS-13 level (or above) in the federal service that is in or related to the work of the position filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position? Such experience must include work that involved developing and implementing Human Resources IT project plans and leading IT project teams.

Qualification requirements must be met by the closing date of this announcement.

In addition to meeting the basic eligibility criteria, ICTAP applicants must be well qualified for the position. Well-qualified is defined as having knowledge, skills, and abilities that clearly exceed the minimum qualification requirements for the position. Under numeric rating procedures, qualified ICTAP applicants must receive a rating of 85 or higher to be eligible for selection.
