Summary/Objective

Under the general supervision of the HR Manager, the Lead Recruiter is responsible for researching, developing, and implementing effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization.

Essential Functions/Job Duties

  • Fills leadership and program level positions, as well back up to recruiter to fill agency service level positions.
  • Coordinates with HR leadership to develop strategies and programs to attract candidates.
  • Partners with Agency stakeholders for candidate sourcing through effective marketing, job boards and community outreach.
  • Coordinates and completes full cycle recruiting processes for the agency including job requisition, posting, candidate selection, background check, on-boarding and new staff orientation.
  • Coordinates and administers the candidate pre-employment and on-boarding requirements including but not limited to completion of background checks, employment and professional references, drug screening, physical exam, and required documentation. Ensures all pre-employment requirements are met prior to the scheduled orientation day.
  • Coordinates and supports new employee onboarding, including new staff orientation schedules, ordering equipment, and conducting HRIS new hire training.
  • Supports recruitment process hiring into the HRIS and other relevant screening systems.
  • Coordinates and schedules posting of social media for recruitment and agency branding.
  • Works closely with stakeholders to support critical business needs and coordinate initiatives.
  • Responsible for the administration and completion of the applicant tracking system, pre-employment/background check and onboarding processes.
  • Develops and maintains applicant sourcing, selection and staffing data and metrics.
  • Trains and supports recruiting staff.
  • Provides support to strategic and operational objectives.
  • Responsible for responding to and completing talent acquisition and recruiting related inquiries and communications.
  • Supports preparation for agency audits.
  • Serves as the liaison to vendors that provide supports to the department.
  • Continuously builds rapport with all staff to provide an excellent employee experience.
  • Participates in developing department goals, objectives, and systems.
  • In coordination with HR leadership, updates, reviews, and maintains recruitment Standard Operating Procedures.
  • Ensures compliance with all federal, state, and local employment laws.
  • Performs other related duties as assigned.
Position Requirements
Education and Experience?
  • Bachelor's degree in Human Resources or related field, or equivalent work experience, required
  • Two (2) years of full cycle recruiting experience required; one year in supervisory role preferred.
  • Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
  • Excellent verbal and written communication skills.

  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
