Job Duties

The Field Operations Manager is a member of the division leadership team and reports to the Director of the Division of Licensing Programs.

This position is responsible for providing direct support to licensing administrators and program field staff.

The position:
-Supervises the field Licensing Administrators and Home Office Licensing Consultants and acts as a liaison between the field staff and leadership team
-Provides consultation to field staff to include regulatory compliance and business practices
-Follows quality assurance procedures determined by the department and will drive accountability and compliance while ensuring operational effectiveness and efficiency within the Division of Licensing Programs
-Provides statewide program support to facilitate inspection appeals by working with the Licensing Programs quality assurance team
-Reviews documentation and correspondence to providers and other constituents

This position will:
-Identify and evaluate trends that impact quality of care
-Incorporate and enforce department and division directives, documents and guidance
-Represent the agency and division during interactions with providers, federal, state, and local agencies, and the community to reduce risks to adults and children in care facilities through the promotion and support of improved quality of care and enforcement of state licensing laws, regulations, and evaluation of standards of practices

*This position requires travel with in-office meetings and onsite inspections throughout the state using a personal, rental or state-owned vehicle.
(Reimbursement is provided when using a personal vehicle.)

Minimum Qualifications

Prior comprehensive work experience in human services, public administration, business administration, child development, human development, gerontology, conducting compliance activities, or related practice field.

• Knowledge of developmental, social, emotional, health/medical needs of adults and children served in regulated settings
• Advanced knowledge and demonstrated ability in the areas of human service program management and operations, and program planning
• Proven experience leading, motivating, influencing, and supporting to accomplish team and organizational goals
• Skill in working effectively within difficult or hostile environments to resolve problems
• Demonstrated experience communicating effectively with diverse professional, provider, community, and consumer groups, both orally and in writing, and work collaboratively and cooperatively with others
• Knowledge of information and evidence collection and analysis techniques
• Advanced skill in interpersonal relations and conflict resolution
• Demonstrated ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions
• Experience interpreting and consistently applying laws, regulations, policies, and procedures
• Excellent oral and written communication skills
• Experience presenting to the public
• Experience collecting, analyzing, and reporting information
• Ability to operate basic office computer systems/programs

A valid driver's license is required.

Additional Considerations

• Experience as a program director or licensed long-term care administrator
• Recent leadership/supervisory experience in the field of management/supervision as it relates to human services regulations
• Experience preparing for or conducting facility licensing inspections
• Experience in the public health, public administration and/or health sciences sector
