Summary

The incumbent serves as a Change Management Agent (CMA) in the Office of the Director. The incumbent plays a key role in managing the successful transition of the implementation plan into operational areas. The incumbent will lead change management activity across the business lines within the Regional Office (RO) and will focus on implementing changes to business processes, systems and technology and job roles.

This vacancy is open ONLY to current, permanent employees of the Veterans Benefits Administration (VBA) and Veterans Affairs (VA) CTAP eligible.

Duties

As a Change Management Agent (CMA), the selectee will play a key role in managing the successful transition of VBA's Implementation Plan. The individual selected will lead change management activity across the business lines within the Regional Office (RO) and will focus on implementing changes to business processes, systems and technology and job roles. The incumbent's primary focus will be creating and implementing change management plans that maximize employee engagement. The CMA will work to drive faster adoption, greater utilization and higher proficiency on the changes impacting employees and the agency. The incumbent must have the ability to influence others to move toward VBAs common vision and goal.
  • Leads the change management activity across business lines within the Regional Office (RO) and focuses on implementing changes to business processes, systems, technology, and job roles.
  • Primary focus will be creating and implementing change management plans that maximize employee engagement, and drives faster adoption, greater utilizations, and higher proficiency on the changes impacting employees and the agency.
  • Influences others to move toward VBA's common vision and goal.
  • Assists the RO Director in assessing priorities and resource needs to meet program objectives through the development and execution of stakeholder communication, relationship management, and organizational change management strategies.
  • Serves as liaison between the Implementation Center (IC) and the RO. Makes recommendations to the IC that may influence VBA policy and may change the direction of the strategic plan and implementation of initiatives.
  • Assist the Director in developing a change management strategy to include a communication plan, implementation of a roadmap, coaching plan, training plan, and resistance management plan.
  • Provides sound advice and guidance to station management in achieving the RO's objectives.
  • Partners with the project management team, OI&T, the IC, and appropriate business lines to develop change management plans for each project.
  • Evaluates and positively influences rollout timing and scope to suit business needs.
  • Ensures that appropriate business lines are engaged in change management planning and provides detailed input to project implementation plans.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 05/28/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-11 position you must have served 52 weeks at the GS-09.
  • For a GS-12 position you must have served 52 weeks at the GS-11.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If you are a current VBA employee seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least GS-12.

MINIMUM QUALIFICATION REQUIREMENT: This section includes questions about the basic qualifications for the Change Management Agent position. In addition to Time-In-Grade requirements, application packages must also document one of the minimum qualification categories described below to be referred to management for consideration You may qualify based on your experience and/or education as described below:

GS-11:

Specialized Experience: To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-09 level or higher. Specialized experience is defined as experience in two of the following: Applying analytical and evaluative methods and techniques to issues or studies; researching and applying pertinent regulations, policies and precedents which affect work processes and operations; and experience conducting detailed analysis of complex issues, work functions and/or work processes.

OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.

OR

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate education beyond two years. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

**NOTE: ALL TRANSCRIPTS MUST HAVE A CONFERRED DATE**

GS-12:

Specialized Experience: To qualify at the GS-12 grade, you must have one year of specialized experience equivalent to the GS-11 level or higher. Specialized experience is defined as experience in at least two of the following areas: diagnosing problems within the organization and what drives these issues; building working relationships with all levels of the organization; developing, implementing, and articulating the mission vision and goals of the organization; developing and/or assisting in the design of business processes, systems, technology, and job roles; implementing plans and means to achieve these goals as well as providing training and education on new organization initiatives.

Education: There is no education substitution at the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed in an office setting. Travel may be required in order to attend meetings, conferences and training sessions.
