Introduction

The Department of Health Services (DHS), Office of Health Equity (OHE) is recruiting to fill an Operations Manager position.

The OHE is responsible for leading the development and implementation of the Department's strategic vision related to health equity and inclusion, diversity, equity and access (IDEA) within the agency's culture, practices and policies, as well as and with the agency's externally facing work.

We offer the option to work remotely up to 5 days per week. You will be headquartered at one of the central or regional office buildings in Madison, Green Bay, Milwaukee, or Waukesha. You will need to go into the office periodically for meetings, events, training, onboarding, and other operational needs.

Position Summary

As Operations Manager, you will serve as a senior advisor to the OHE Director and represents them in their absence. In this role, you will be responsible for directing, coordinating, planning, monitoring, and evaluating the operational activities of OHE to ensure we are able to meet all operational and programmatic priorities, goals, and objectives. This includes internal-facing agency program areas of workforce planning, inclusive communications, and business management, as well as office operational areas including human resources, fiscal and budget, space and telecommunications, IT, COOP/succession planning and administrative support. You will also provide direct supervision to staff.

Salary Information

The starting pay is between $43.00 and $50.83 per hour (approximately between $89,400 and $105,700 per year), or up to the appointment maximum at the time of the appointment, depending on qualifications. A 24-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Health Services Management Supervisor and is in pay schedule and range 81/02.

Job Details

  • Employees must have access to both a private workspace and secure high-speed internet to work remotely. Mileage reimbursement to the employee's headquarter location is not provided.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience developing and implementing workforce planning or business management initiatives (e.g., policy development, budget planning, employee retention and engagement, etc.).
  • Experience managing or supervising teams that are socially diverse because of background and identity, and functionally diverse due to work roles and responsibilities (e.g., hiring, conducting performance evaluations, resolving conflict, assigning work, monitoring workloads, etc.).
  • Experience communicating with a broad spectrum of audiences with diverse backgrounds and lived experiences (e.g., racially, ethnically, tribal, socioeconomically, culturally diverse communities, etc.).
  • General project management experience (e.g., planning and developing the project, delegating tasks, monitoring and tracking activities and timelines, resolving issues, monitoring budget, evaluating and reporting on accomplishments, etc.).
Well-qualified applicants will also have one or more of the following:
  • Experience establishing and implementing strategies to achieve organizational goals.
  • Experience working collaboratively with internal and external partners at multiple levels within an organization to identify and advance shared goals.
  • Experience establishing policies and making decisions that consider and incorporate diverse perspectives and communities and potential impact on those diverse groups.
  • Experience providing operational or administrative leadership in government, non-profit, or similar sector.
