Major Duties

What to Expect
  • Serves as Personal Financial Management Specialist, responsible for the overall management of the installation's comprehensive financial and consumer affairs services to improve active duty personnel, retirees, family members and DoD civilians personal financial status and to enhance their awareness of consumer issues and law and emergency assistance services.
  • Plans, directs, and implements comprehensive Personal Financial Management (PFM) education, training, and counseling programs that emphasizes individual financial responsibility and accountability.
  • Develops, schedules, and conducts financial classes, workshops, and briefs to include programs that encompass the needs of the focus population: active duty personnel, retirees, family members and DoD civilians.
  • Develops and implements a program of direct counseling assistance on consumer affairs, debt liquidation, financial counseling, and budget counseling.
  • Interviews clients and uses assessment tools and techniques to compile detailed data on assets and liabilities in order to analyze and evaluate the level of indebtedness.
  • Consults and briefs commanders, installation leadership, and community at large to keep them abreast of local financial and consumer issues.
  • May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours.
  • This is a white-collar position where occasional lifting up to 20 lbs. may be required.
  • Performs other related duties as required.

Qualifications

What are we looking for?
  • Must have four years' experience that demonstrates knowledge of and skill to serve as the responsible point of contact for oversight, development and administration of a personal financial management program for Marine and Family Programs to include: management of program services, providing education and training, information and referral, and counseling on basic consumer skills and how to prudently manage finances with primary focus on prevention of financial difficulties and mismanagement through education.
  • A Baccalaureate degree preferably related to personal finance management from an accredited college or university is required, master's degree preferred,
  • OR a combination of financial education and experience to serve as a Personal Financial Management Program Counselor.
  • Must have the ability to obtain a nationally recognized AFC certification within two years of employment and must be able to maintain professional certification approved by Marine and Family (MF) Programs Division.
  • Ability to interpret Marine Corps regulations, guidelines, and policies, while formulating local policies and procedures.
  • Knowledge of a diverse range of demographics and needs.
  • Experience in education, career and personal financial management development strategies for diverse higher education populations.
  • Must be able to communicate effectively both oral and in writing.
  • Ability to organize activities and coordinate groups of people.
  • Practical knowledge of laws, rules, procedures, techniques, and requirements of programs to carry out a variety of technical assistance functions.
  • Ability to evaluate user and Command needs and operating philosophy as they relate to established priorities in order to develop long-range program goals.
  • Must be able to operate a personal computer and have current knowledge in various office computer programs and software applications.
  • Ability to plan, organize, instruct and facilitate educational courses of quality and relate to a diverse student population.
  • Knowledge of financial assistance, Marine Emergency Relief, and consumer affairs principles and techniques.
