The Program Analyst serves as a program analyst individually or as a team member, conducts a wide variety of operational reviews and studies looking at the effectiveness and efficiency of operational processes.

Duties

  • Identifies daily operational problems and trends relating to workflow process, procedures, and various systems applications.
  • Monitors the workloads and administrative support activities of DIO and makes recommendations to eliminate imbalances and resolve problems.
  • Provides technical advice and assistance to the Modules within DIO. Serves as a source of authoritative information regarding daily operational processes and procedures.
  • Reviews existing and proposed operating procedures to determine effectiveness and, as necessary, modifies or devises interim instructions.
  • Researches and responds to management inquiries. Obtains and consolidates a wide variety of data including budget, staffing, workloads, processing times, manpower utilization assessments, and prepares reports for use by management.
  • Reviews various SSA/OCO proposals, plans of action, or issues/concerns which impact the daily processing of foreign claims. Requests, reviews, and analyzes DIO-wide input, assuring that general and specific concerns are identified and addressed.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-09 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes processing of totalization and foreign claims, analyzing foreign evidence and information from various sources and making recommendations to meet the organizational goals, expediting the processing of critical foreign cases, foreign post entitlement actions and sensitive correspondence, reviewing and analyzing Division-wide input assuring that general and specific concerns are identified and addressed as they relate to foreign claims, monitoring the Division workloads and administrative support activities and making recommendations to eliminate imbalances and resolve problems.

Education

For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.

Combining Education and Experience: GS-11: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. Only graduate education beyond the second year is creditable towards meeting the total qualification requirement.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.

Additional information

LOCATION: Office of Central Operations (OCO), Office of Earnings and International Operations (OEIO), Division of International Operations (DIO) Wabash Building, 6100 Wabash Avenue, Baltimore, MD 21215.

TOUR OF DUTY: Monday through Friday. Flextime and AWS are available.

Note: Part-time employees may not be converted to full-time by way of this announcement.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY

This is a bargaining unit position, represented by AFGE, to be filled under the provisions of the SSA/AFGE Merit Promotion Plan. Additional selections may be made within 6 months of the date of the initial selection.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

This position is temporary not-to-exceed 1 year. Temporary promotions or reassignments may be extended or become permanent.

This position is eligible for telework as determined by agency policy.

Relocation expenses will not be paid.

This is a non-critical sensitive position.
