Job Duties

Applicants hired into this position who are not currently VA state government employees are eligible for a $5,000 sign-on bonus upon hire with signature of a 12-month agreement.

Applicants hired into this position who are currently working for VA state government are eligible for a $5,000 retention bonus after 10 months of successful service with signature of an agreement for an additional 12-months of service.

Classified Applicants hired into this position who are already working in VSP's Firearms Transaction Center (Dept 041000), or Dispatcher function are not eligible for either a sign-on bonus upon hire or a retention bonus after 10 months.

The Virginia State Police is seeking to hire a Program Support Technician Senior (PST) at State Police Headquarters in North Chesterfield, Virginia. The position is responsible for: (i) conducting background checks for Non-Resident Concealed Handgun Permit applications, (ii) contacting both law enforcement agencies and/or courts for incident reports or court documentation, and (iii) obtaining documentation of criminal record dispositions when needed. •Receives, screens, and processes applications for Virginia Nonresident Concealed Handgun Permits.
•Accesses Computerized Criminal History (CCH), Virginia Criminal Information Network (VCIN), National Crime Information Center (NCIC), and the National Instant Criminal Background Check System (NICS) Index.
•Obtains knowledge of all state and federal prohibitions to the possession or transportation of a firearm.
•Conducts research and applies analytical methodology in the interpretation of criminal arrest and disposition information.
•Issues Nonresident Concealed Handgun Permits.
•Provides assistance to the Special Programs Section of the Firearms Transaction Program.
•Provides clerical support to the Special Programs Section of the Firearms Transaction Program.
•Assists agency users of the federal eTrace System (Internet-Based Firearms Tracing and Analysis).

Minimum Qualifications

•Skill in operating computers and using Microsoft Office applications to include Word, Excel, Exchange/Outlook.
•Demonstrated ability to access, retrieve, and interpret state and federal automated records; to conduct research and apply analytical methodology in the interpretation of criminal arrests and disposition information, and document results that support findings and conclusions; to apply policies and procedures when making recommendations; to communicate effectively orally and in writing in English; and to respond to inquiries from court personnel, law enforcement, permit holders the general public.
•High school graduate or equivalent.
•Must be eligible to become Virginia Criminal Information Network (VCIN) certified, which requires either United States (U.S.) citizenship or having been a lawful permanent resident of the U.S. and eligible for naturalization.

Additional Considerations

•Considerable knowledge of state and federal criminal history databases Virginia Criminal Information Network/National Crime Information Center (VCIN/NCIC) preferred.
•Experience associated with Virginia Criminal Information Network/National Crime Information Center (VCIN/NCIC) preferred.
