Job Duties

The Department of Human Resource Management (DHRM) is seeking a qualified individual for the position of SAS Administrator and Analyst lead within the Office of Information Technology overseeing the administration, development, requirements engineering, and management of the DHRM data warehouse. The incumbent of this position will be responsible for performing the following functions:
• Providing subject matter expertise in Data Warehouse technologies in support of the DHRM mission
• Designing, developing, and implementing Extract, Transform, Load (ETL) frameworks
• Performing SAS administration, script development, security procedures, and support for Windows based applications, software, and programs. Development, implementation, and support of automation tools to aid in the administration and management of systems and applications
• Working with the IT Operations and Development teams to provide support of the SQL Server database environment
• Interpretating and executing of client server, network, and application architectures
• Being the subject matter expert on historical data stored in our Data Warehouse and assist with reporting requests
• Compiling and analyzing data from the Data Warehouse to create/summarize for analysis
• Applying data analytics, design, and modeling tools skills to facilitate, strengthen, and execute the DHRM mission
• Working with DHRM IT team to develop Systems Architecture and Standards that promotes best practices
• Ensuring secure practices are followed and security is implemented in all processes
• Assisting in the design, development, implementation, and maintenance of multiple information systems and databases
• Identifying system production problems and implementation of corrective measures by researching code and reviewing system and program documentation and coordinating the implementation of the corrected code with the users
• Maintaining strong knowledge of DHRM application infrastructure architectures and environments
• Effectively work with the business units to analyze business requirements and provide guidance on using appropriate tools and coding techniques including statistical methodologies and data manipulation

Minimum Qualifications

Considerable knowledge of and experience with SAS system administration, installations, upgrades, and modifications to network and PC SAS configurations, script development, security procedures, management of SAS license renewals. Detailed knowledge of relational databases and supporting application design and development tools and languages. Knowledge and proficiency in SQL Server database administration. Strong knowledge of current application infrastructure architectures and environments. Considerable experience in data modelling tools and strong understanding of programming languages including SAS and R. Strong knowledge in Windows, with proficiency in SAS Base, SAS Datasets, SQL, SAS Connect, SAS Macros, and SQL Loader. Experience in writing complex SQL queries. Experience with various Data Visualization and Business Intelligence tools such as SAS VIYA, Tableau, and Power BI. Experience demonstrating analytical and problem-solving skills and working in deadline driven environment. Excellent communication and collaboration skills, with the ability to work effectively in a cross-functional environment. High school graduate or equivalent.

Additional Considerations

Experience in the use and development of prevalent web technologies. Experience with the Microsoft Power Platform including Power BI. Experience with procurement and contract management. Knowledge of HR applications.
