CH2M HILL, Inc. (CH2M), a wholly-owned subsidiary of Jacobs Engineering Group Inc. (JEG), holds an integrating contract (ID/IQ) with the U.S. Department of Defense (DoD), Defense Threat Reduction Agency (DTRA) entitled Cooperative Threat Reduction Integrating Contract III (CTRIC III). Within JEG, the DTRA CTRIC Program falls under the People & Places Solutions, Federal & Environmental Solutions portfolio.

Jacobs is looking for an additional Senior Project Manager to continue to support the success of delivering CTRIC III.

DTRA projects are internationally delivered (some with CONUS-based teams), challenging, demanding, and exciting. Some projects require expatriate assignments and others do not. At this stage, we are looking for an experienced PM based in the U.S. to support future projects within the DTRA Program. Expatriate opportunities may arise for future DTRA projects. For a CONUS-based PM, occasional CONUS and OCONUS temporary duty travel will be necessary.

EDUCATION:
  • B.S./B.A. degree in technical area or management. M.S./M.A. preferred.

JOB EXPERIENCE:
  • 15 to 20 years (minimum) of progressive project management experience in stakeholder management; client service; subcontractor oversight/management; financial management; risk management; resource management; health and safety, security, quality, environmental compliance, and change management. Federal client project or program management experience is preferred. Active DoD Secret clearance preferred, but not required.

POSITION REQUIREMENTS:
  • Manage task orders and multinational project teams to ensure successful delivery of projects within budget and schedule, including oversight of human resources, finance/accounting, legal, compliance, procurement, information security, engineering, construction, and operations.
  • Directly interface with the client (DTRA) to ensure timely support for contract deliverables and the end customer's needs.
  • Act as an operations lead for the development of task order proposals. Assist with business development efforts for pursuing new task orders by support proposal development with technical writing, estimating/pricing, pursuit strategy development, and coordination of subcontractor scope development.
  • Ability to interact with Jacobs staff located in various countries and coordinate work activities to achieve project requirements.
  • Manage HSE, quality, risk, and security oversight of the project, including construction activities and project operations under challenging conditions.
  • Direct project work across multiple countries and time-zones, necessitating a flexible work schedule as required.
  • Ability to deploy as an expat, if required.

SPECIALIZED SKILLS:
  • Ability to interact and work with US Government representatives and officials from various foreign nations to obtain concurrence and approvals necessary to achieve project objectives.
  • Capability to interact and work with all levels in DTRA's Cooperative Threat Reduction and Contracts units and exceed client expectations.
  • Experience in design and construction management of health facilities or laboratories, including design development/oversight, knowledge of construction processes, subcontractor management, scheduling, cost management, and stakeholder engagement.
  • Ability to lead a diverse group of science, engineering, construction, health & safety, security, procurement, and administrative staff to support the project.
  • Expertise to lead, organize, and oversee a diverse set of subcontractor staff.
  • Ability to travel to international locations per DTRA requests and per Jacobs' travel policies.
  • Familiarity with federal contract requirements, and ability to provide on-site oversight of procurement staff that contracts with U.S. and international subcontractors and vendors.
  • Proven project management skills in international environments.
  • Excellent interpersonal and written and verbal communication skills.
  • Experienced in utilizing Quality Management Systems.
  • Experienced meeting or exceeding Health, Safety and Environment (HSE) and Security requirements.
  • Familiar with security requirements for working in remote international environments.
  • Ability to identify project risks and work with teams to develop and implement risk mitigation plans.
