RESPONSIBILITIES

MTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan's Central Business District Congestion Relief Zone. The Senior Vice President (Facility Management) is the h ighest executive level position in the Security & Central Operations program/department, with independent, significant decision-making authority for department policy, strategy, governance, staffing, budget, and expenditures.

As the Senior Vice President (Security & Central Operations), you will lead and oversee all aspects of the Security & Operations program/department, ensuring its alignment with the overarching goals and objectives of MTA Bridges and Tunnels (TBTA) and the Central Business District Tolling Program (CBDTP). Your key responsibilities include:

  • Develop and implement strategic initiatives to enhance the safety, quality, and risk management practices within the Security & Central Operations program/department, ensuring the protection of TBTA and CBDTP assets, infrastructure, and personnel.
  • Collaborate with MTA HQ and other key stakeholders to align departmental strategies and operations with agency-wide objectives, facilitating seamless coordination and integration of efforts.
  • Serve as a liaison and spokesperson for TBTA in engagements with elected officials, the MTA/TBTA Board, bridge/tunnel/tolling industry partners, and regulatory entities, advocating for the agency's interests and priorities.
  • Represent TBTA in interactions with law enforcement agencies, security partners, and regulatory authorities, fostering strong relationships and effective communication channels to address security concerns and regulatory requirements.
  • Provide oversight and management of all phases of the Security & Central Operations program/department, including budgeting, staffing, and project management, to ensure efficient and effective operations.
  • Manage special projects and initiatives as directed by MTA HQ, ensuring timely and successful completion while minimizing disruptions to agency operations and customer service.
  • Direct and supervise departmental staff, providing guidance, support, and mentorship to foster a collaborative and accountable team environment.
  • Implement organizational restructuring initiatives as needed to optimize departmental performance and align with evolving business needs and priorities.
  • Ensures agency input into capital project scope and coordinates with C&D for successful project completion, while minimizing impacts to operations and customers and ensuring safety and security of facilities.
  • Oversees vendor contracts.
  • Responsible for security operations to include physical security, surveillance and analytics, intelligence technology, and employee and vendor background investigation and credentialing.
  • Responsible for central operations to include law enforcement operations, counterterrorism, intelligence, and emergency management.
  • Law enforcement personnel in this position will also hold the title of TBTA Chief of Department.


QUALIFICATIONS
  • Bachelor's in Criminal Justice, Criminal Investigations, Criminology, Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, or Technology preferred.
  • Must have a minimum of twenty (20) years related experience, including at least twelve (12) years in a management or supervisory role in a large, multi-faceted organization.
  • An equivalent combination of education and experience may be considered.
  • Significant experience in program management for large government agencies or businesses, with complex systems preferred.
  • Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
  • Proficient in Microsoft Office Suite and document management software
  • Excellent communication and interpersonal skills.
  • Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
  • Demonstrated ability to effectively work in a high profile, high pressure environment.
  • Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
  • Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
  • Must possess excellent team building, listening, problem solving, and prioritization skills.
  • Unrestricted driver's license in New York State
  • Ability to respond to any authority location on a 24/7 basis when required.
