Duties

This position is located within the Department of the Interior, Office of the Secretary (OS), Office of Aviation Services (OAS), Western Regional Office (WRO), in Boise, Idaho.

At the full performance level GS-14 the major duties of this position include, but are not limited to the following:
  1. Plans, schedules, and directly supervises the work of the Aviation Safety Inspectors in the Western Region Office (WRO).
  2. Manages inspector travel and WRO inspection travel budget to ensure inspection trips are efficiently planned and executed.
  3. Analyzes and manages WRO inspection processes to continually improve quality and efficiency.
  4. Evaluates performance, recommends training, recommends awards, approves employee Quick-Time, travel, and requests for leave.
  5. Provides counseling and employee performance reviews and initiates disciplinary action where necessary. Resolves informal grievances and complaints within jurisdiction.
  6. Assists in policy formulations, determination of OAS goals and objectives for the Western Region program and is responsible for the full implementation of those that fall within his/her area of jurisdiction.
  7. Ensures that WRO maintains a staff of highly qualified inspectors to provide the Bureaus with high quality aviation resources to fulfill mission needs.

Telework:

Office of Aviation Services has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
*Note*: The telework referred to above is allowed only with prior supervisor approval. This is not a remote position; the selectee will be required to report to and work from the Boise, Idaho duty location.

Salary Information:

GS-14: $122,198 - $158,860 per year.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualifications Requirements:

To qualify for this position, you must meet the (1) Individual Occupational Requirements; (2) Specialized Experience; AND (3) Selective Placement Factors for the series to which you are applying.

(1) General Requirements for All Aviation Safety Inspector Positions:
  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.

Medical Requirements for All Aviation Safety Inspector Positions:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner and must meet all of the following requirements:
  1. Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
  2. Have the ability to hear the conversational voice (hearing aid permitted); and
  3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.

(2) Specialized Experience:

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1) Experience as a Manager, Supervisor, or a Team Leader with a FAA Part 135 operator, FAA Part 145 Repair Station, Government agency aviation operation, or military aviation unit.

2) Experience providing technical guidance or advice in the development and implementation of a wide range of aviation management issues related to safety, operational practices, contract modifications, and/or policy and procedure development.

3) Experience serving as an inter-agency inspector (or equivalent) with natural resource aviation operations; AND

4) Experience preparing, reviewing, and/or interpreting technical specifications for contracts to ensure compliance with a variety of aviation service contracts.

NOTE: Must meet ALL specialized experience statements.

(3) Selective Placement Factor (SPF):

The Supervisory Aviation Safety Inspector position requires candidates to possess experience and qualifications as an interagency inspector in either maintenance, or as a rotor-wing or fixed-wing pilot. In order to qualify as an interagency inspector, you must meet one of the below qualifications to be considered:
  1. OAS maintenance inspectors are required to possess an Airframe & Powerplant (A&P) certificate with an Inspection Authorization (IA) - OR-
  2. OAS pilot inspectors are required to possess an ATP or commercial pilot's license with a Certified Flight Instructor (CFI) rating (and CFII if required to conduct instrument evaluations).
