The California Department of Social Services (CDSS) Legal Division is recruiting to fill one permanent full-time Staff Services Analyst (SSA)/Associate Governmental Program Analyst (AGPA) position in the Information, Technology & Administrative Litigation (ITAL) Branch. The position is located in the Sacramento Headquarters office and reports to a Staff Services Manager I in the Policy, Program and Technology Support Bureau (PPTSB). This position is eligible for a hybrid (remote telework and in-office) work schedule.

The SSA/AGPA serves as a Systems Analyst, primarily tasked with overseeing and managing the Legal Division's use of GovQA and other contracted IT software systems, which are used for the Legal Division's legal request assignment tracking and other applications. As such, the incumbent is an integral member of the ITAL team and entire Legal Division.
The SSA/AGPA creates workflows, statistical reports, and performs system maintenance and data validation, ensuring that systems remain consistent with the Legal Division's existing procedures and needs. The incumbent assures the security and integrity of sensitive and confidential information stored on Department network servers, the cloud and procured software systems. The incumbent creates statistical reports and presentations using Excel, PowerPoint and other platforms and reviews documents for adherence to records retention requirements. Additionally, the incumbent coordinates with the Division's IT Business Liaison for permissions, electronic folder creation and maintenance, as well as hardware and software issues and requests, including preparation of documents to be submitted via the IT Acquisition Plan.
The SSA/AGPA develops written policies and procedures for each system as an assignment tracking mechanism and repository for daily, ongoing work as well as archived documents such as legal opinions and advice, litigation, administrative data, actions, and other information. The SSA/AGPA is also responsible for preparing and presenting trainings and resource materials on the systems for Legal Division staff as well as CDSS staff statewide. Additionally, the incumbent assists with the contract renewal process and researches and analyzes a variety of IT software systems that may benefit the Legal Division.
The SSA/AGPA also serves as back-up to other PPTSB analysts, and primary back-up for the Public Records Act Coordinator.

Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer's markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. Headquarter location will be designated based on the selected candidate's primary residence location, and/or the closest CDSS location.
