Qualifications:

KEY QUALIFICATIONS

  • Experience developing and/or monitoring operating budgets within TCEQ or another State of Texas Agency.
  • Familiar with travel policy and procedures and/or experience processing travel and tracking travel expenditures.
  • Experience using the Uniform Statewide Accounting System (USAS), Budget Accounting and Monitoring System (BAMS), or Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Experience working with a budget that uses multiple funding sources (i.e., state, federal, fee based etc.).
  • Experience preparing budget reports or other related documents.
  • Experience preparing budget changes via legislative appropriation requests, exception requests, or technical amendments.
  • Experience using Microsoft Excel.


HERE'S WHAT YOU'LL BE DOING...

  • Provide guidance and support for budgets, grants, contracts, and related financial operations for the Water Quality Planning Division (WQPD) of the Texas Commission on Environmental Quality (TCEQ).
  • Assist with the development, coordination, reconciliation, and monitoring of the division budget including the incorporation of federal grant funds with different match amounts and types. Interpret budget policies and procedures in conjunction with the division budget liaison (DBL). Prepare and maintain budget reports, tracking tools, and filing systems to ensure efficient operation and timely reporting. Develop and monitor the division travel budget.
  • Coordinate with grant managers in analyzing grant budgets, monitoring deliverables, and reviewing amendments. Maintain data tracking system to ensure efficient operation and accurate and timely reporting. Use information from quarterly reconciliation of grant expenditures to monitor impacts to the division's salary and operating budget. Advise management on financial policies and procedures as they pertain to grant management.
  • Prepare budget and management reports, responds to budgetary inquiries, and conduct research related to financial activities to define problems and provide the basis for management decisions, and prepares special reports as needed.
  • Mentor and provide budget-related guidance in coordination with the division budget liaison, for supervisors, managers, grant managers, contract specialists, contract project managers, purchasers, and administrative staff.


EDUCATION & EXPERIENCE

  • Graduation from an accredited four-year college or university with a major course work in business, public administration, or a related field, plus two years of full-time experience in a professional or technical capacity involving budget preparation or analysis.


OR...

  • Three years of full-time experience in auditing, accounting, budget preparation, financial management, statistical analysis; or other responsible analytical or professional work that provided a knowledge of programs, budget procedures, budget execution, budgetary and financial relationships with workloads of organizational elements, organizational structure, and work processes of the organization.


OR...

  • Registration as a Certified Public Accountant or a master's degree from an accredited college or university in public affairs, business administration, public administration, or a related field may be substituted for one year of the experience.

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Budget Analyst III state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Budget Analyst III series.
