Under the direction of the Web Development & SharePoint Services, Information Technology Supervisor II (IT Sup II), the Information Technology Specialist I (ITS I) performs a variety of technical and analytical duties in support of the Department of Consumer Affairs (DCA) web sites, online web applications and other web based software applications used by DCA client programs. This position is in the Software Engineering domain.

Act as a web developer, developing and maintaining static web sites to provide Consumer information to the licensees and public. The candidate will address all aspects of internal and public facing web site administration, including development and maintenance of the web sites and all their content, problem and issue resolution, internal and external training, and security.

The candidate will also develop basic web-based applications using NodeJS programming language, possesses skills in designing, coding, testing and maintaining custom, interactive, secure, data-driven applications; encompassing all phases of the System Development Life Cycle.

Write documentation on all web-based applications. Consults and advises management regarding the planning, development, implementation, and coordination. Will assist other team members in coding and testing process.

Complete web maintenance requests. Ensure ADA compliance is maintained for the 30+ web sites supported by the DCA. Conduct ongoing research, make recommendations, and maintain awareness of emerging methodologies and best practices in Web development.

Working Conditions
The incumbent is a Work Week Group E employee and is expected to work an average of 40 hours per week each year and may be required to work specified hours based on the business needs of the office. The incumbent must occasionally move about inside the office to access office machinery. The incumbent must constantly operate a computer and other office productivity machinery, such as a copy machine. The incumbent must be able to remain in a stationary position 50% of the time. The incumbent may be required to perform duties at local client sites as required and at any of DCA's statewide field sites as scheduled in advance. A remote-centered (telework) flexible schedule may be available for this position. The position is located in headquarters in Sacramento, CA. The incumbent is required to travel throughout an assigned geographical area by various methods of transportation.

This position may/may not be eligible for telework. The amount of telework is at the discretion of the Office of Information Services (OIS) and based on the current telework policy. While the OIS supports telework where possible, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Under the direction of the Enterprise Production and Application Support Services Manager, Information Systems Manager I, and Information Technology Supervisor II, the Information Technology Specialist I (ITS I) functions as a developer/programmer for all activities associated with the development, implementation, and support of the DCA web sites. The ITS I will work with the existing Web Developers supporting over 30 web sites, including online web applications and other web-based software applications.
