Job Duties

This position, reporting to the Assistant VP of Human Resources, is designed to manage the university recruitment and compensation administration and policies for over 850 full time faculty and classified staff and over 300 wage, part-time, and adjunct staff. The Recruitment and Compensation Manager will lead a team of 4-5 staff and play an integral role in the development, strategy and administration of university equitable pay policies, salary planning, and performance management.

This role is a key lead HR manager and partner that will foster sound management and safeguard state pay policies, lead the direction of faculty pay and policies, per guidance of the faculty handbook, and develop future practices to engage and retain a viable workforce.

Primary areas of accountability include recruitment, state pay compliance, salary planning and administration, and compensation. The incumbent serves as partner, advisor and resource person for management and staff in the areas of compensation, performance, salary and role changes, benefits changes and communication, and retirement.

Typical Duties and Responsibilities:
  1. Authorize initial pay and pay changes for hourly staff and all faculty. Work collaboratively with all hiring managers, VP's and leaders to achieve partnership and strong communication about recruitment, pay compliance, salary planning, and role design.
  2. Acts strategically in identifying opportunities for total rewards programs that align with executive leadership's goals. Design plans to engage all employees in realizing the impact of benefits of working at NSU.
  3. Supports the AVP of Human Resources with the implementation of key state or University projects and initiatives to increase NSU's ability to attract and retain the best employees.
  4. Analyzes and interprets state regulation and applies to the university setting. Guides staff and leadership to ensure compliance. Communicates key changes in policy, either externally or internally mandated.
  5. Assures equity, consistency and proper documentation of all actions.
  6. Directs the work of department staff.
  7. Hires, evaluates, trains, disciplines and coaches staff to high performance and accountability.
  8. Manages the process of gathering, researching and analyzing market salary data and makes recommendations to align salaries as needed. Cooperates with budget, payroll and executive administration to complete agreed upon changes.
  9. Performs other related duties as assigned at the direction of the AVP of Human Resources, VP of Administration, or President.


Minimum Qualifications

  1. One HR certification such as SPHR, PHR, CEBS or CCP.
  2. Extensive experience in a compensation and benefits role in state government environment and or higher education.
  3. Significant experience in a human resources or administration role in a higher education setting.
  4. Considerable experience in a management or supervisory role in human resources.
  5. Candidates should also have broad, deep human resource knowledge with expertise in compensation practices in higher education, state human resources policies, employee well-being, hiring and talent development practices.
  6. Comprehensive knowledge of human resources best practices, engagement programs, HR technology, and service delivery in a complex organizational setting is essential.
  7. Candidates must demonstrate ethical and equitable management practices, consultative skills, effective communication, change management, and a desire to create a positive culture.
  8. Problem solving ability with a demonstrated track record in decision making, managing in a compliance driven environment, dealing with conflict and leading projects.

Additional Considerations
  1. Master's degree in Public Administration, Human Resources, Finance or Management, Project Management, Lean Six Sigma, or additional related certifications.
  2. Knowledge and application of Virginia DHRM policy.
  3. Competencies that will be assessed for this role include:
    a. Compensation principles including salary management for faculty and state classified employees
    b. Collaboration and consensus building, while managing change and sensitive topics.
  4. Analyzing, offering viable solutions, and making sound recommendations on complex pay administration issues.
  5. Planning, implementing, improving, and evaluating programs, policies, and procedures.
  6. Analyzing compensation data and making sound decisions for salary planning, succession planning, and workforce planning.
  7. Strong organizational skills and project management skills.
  8. Knowledge of human resources compliance as well as federal laws, such as EEO, FLSA, Equal Pay, ADA, and DHRM or other state mandated policies.
