The Counterterrorism Division (CTD) is looking for a GS 13/14 IA or GS 14 SIA that will be embedded in the NSA. This position is located in Fort Meade, Maryland and will be filled at the GS 13/14 level. This position is a 2 year term JDA assignment with the option to extend up to 1 additional year.

Upon completion of the JDA assignment, the selected candidate will be absorbed into an IA position in CTD.

If eligible, relocation expenses (Full Cost Transfer) will be borne by the FBI for those selected via this Job Opening.
In addition to a Full Cost Transfer, a Relocation Incentive MAY be granted for candidates selected for the DC Metropolitan area based on candidate eligibility, a Continuing Service Agreement, and Appropriation of Funds. Permanent candidates or candidates that complete two (2) years in the National Capital Region (NCR) while on term assignment may be eligible to receive this one-time relocation incentive. For permanent positions, the selectee will receive transfer orders (including a cost transfer, if applicable) through the Assignment and Allocation Unit (formerly known as Transfer Unit) and will report within 90 days. Permanent candidates who meet the eligibility requirements to receive this one-time Relocation Incentive would receive the greater of (a) 25 percent of their base salary or (b) $25,000.
**As of July 1, 2013, any employee under a Relocation Incentive Continuing Service Agreement (CSA) who fails to complete two (2) years in the NCR while on temporary assignment or accepts a new position that results in leaving his or her current FBIHQ division or field office prior to the conclusion date listed on the CSA will be held liable for the prorated value of a broken CSA. This should not be confused with a transfer CSA.**
NOTE: In order to be eligible for a Full Cost Transfer on this job opening, IAs/SIAs must not have had a cost or no cost transfer for at least one year, must have been in their current position for one year, and/or must have completed two years in the first office of assignment since reporting to the office by the closing date of this job opening.

Key Requirements
• Must be a current, permanent FBI GS 13/14 IA, or GS 14 SIA
• Must have completed the IA probationary period and/or completed 1 year in current position
• Must be able to obtain an SCI clearance
• Some travel may be required
• Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
• Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
• Selectee will be required to undergo additional NSA security screening
Major Duties
As an IA at NSA you will:
• Provide NSA with FBI-derived CT information to aid in target development and to compliment SIGINT reporting.
• Have daily interaction with Subject Matter Experts in collaboration of FBI/NSA/USCYBERCOM CT targets and provide information to supplement reporting concerning FBI investigations.
• Facilitate timely feedback in support of FBI time sensitive requests or instances which do not meet the threshold for official requests for information (RFI).
• Coordinate new initiatives with NSA that support FBI CT priorities and be responsible for briefing and training intelligence community colleagues and FBI personnel.
• Build global situational awareness of significant counterterrorism threat intelligence by independently identifying, researching, and assessing intelligence and open source reporting.
• Maintain awareness of current counterterrorism intelligence issues and policymaker priorities.
• Research and produce intelligence products that leverage multiple sources of information to set significant counterterrorism threat reporting in context and highlight US response actions.
• Coordinate with IC officers and federal counterterrorism centers to gather insights into significant counterterrorism threat reporting.
• Build understanding of significant counterterrorism threats for non-specialist customers by explaining activity and avoiding jargon.

In addition to the above, GS 14 additional duties include:
• Develop and implement strategies and mitigation initiatives to address gaps and shortfalls in situational awareness of counterterrorism threats.
• Independently author complex intelligence pieces which may be predicated on ambiguous and seemingly diverse information.
• Lead a collaborative team in the identification of counterterrorism threats, priorities, and gaps through a robust research acumen.
• Guide others in maintaining awareness of current counterterrorism intelligence issues and policymaker priorities.
• Guide the monitoring, sorting, and prioritization of intelligence traffic.
• Develop a robust liaison network by planning and engaging in internal and external information sharing, fostering collaborative relationships with interagency partners, and communicating timely and relevant intelligence information.
• Promote the sharing of information and knowledge from intelligence reports by effectively recognizing, valuing, building, and leveraging diverse and collaborative networks across the IC.
• Initiate, cultivate, and maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate and use these relationships to share information of interest.

Specialized Experience (SE):
GS 13:
• Projects and predicts data for estimates of future situations.
• Manages the collection and dissemination of raw intelligence information from FBI investigations, sources and contacts to the intelligence, policy, and law enforcement communities.
• Prepares finished intelligence reports.
• Identifies relevant data sources and other ensuing leads that may evolve during the preparation of the briefing material.
• Produces self-initiated strategic finished intelligence products for intelligence dissemination and executive awareness to include talking points and white papers.
• Evaluates a program or case involving complex and/or conflicting priorities, and provide recommendations to executive management.
• Completes operational planning, targeting and vetting, based upon effective interaction with the policymakers, intelligence and law enforcement communities.
• Researches a major geographical area or technology issues with world-wide implications.
GS 14 (in addition to the above):
• Plans, prepares, and presents written and oral briefings to senior internal and external customers and analytic counterparts on significant intelligence issues; clearly articulates complex concepts to non-expert customers and tailors the product to correspond to customer needs.
• Addresses analytic gaps and points of disagreement.
• Cultivates, and maintains collaborative working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies, as appropriate, and leverages these relationships to share information of interest.

• Prior experience with CTD operation and working across multiple divisions within the FBI.

HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.
• Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. • Relocation expenses MAY be borne by the FBI. Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.

Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to "substantially reimburse" an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.
• Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
• Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
• Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
a. Percent of time worked in the particular position (cannot conflict with main duties)
b. The month/year work began
c. Frequency worked (i.e., daily, monthly, etc.)
d. Specific duties performed
