Job Description :

Staff Tech is in need of a Business Analyst with a proven track record in the implementation of IT Service Management (ITSM) and IT Asset Management (ITAM) systems. The Contractor shall be proficient in requirements elicitation, business process optimization, and assist with tool configuration efforts. Our client aims to enhance operational efficiency, improve service delivery, and align IT processes with industry best practices. The selected Contractor shall possess comprehensive expertise in business analysis methodologies, requirements tools, requirement elicitation techniques and processes, business analysis documentation, business process analysis, and requirements management in an information technology service management, asset management, similar type system, and to perform various business analysis activities related to system implementation and enhancement projects or work efforts. The selected Contractor shall possess advanced knowledge of the Information Technology Infrastructure Library (ITIL) framework and their practical application in real-world scenarios. The Business Analyst will be responsible for following either a hybrid System Development Life Cycle (SDLC) methodology or agile/iterative development or implementation/customization approach while working with a variety of business areas on the elicitation and documentation of business and systems requirements with a primary focus on implementation of a ITSM and ITAM solution with business areas throughout the enterprise to work within Technology Service Branch.

Required Qualifications :

The proposed project person will be able to adhere to the hybrid working model by working on-site 2-3 days per week in West Sacramento, CA.

  • At least five (5) years of experience within the last ten (10) years working as a Business Analyst with large organizations, leading or participating in the technical implementation of ITSM and ITAM solutions such as ServiceNow automating complex business processes, performing all the following activities:

  1. Creating and maintaining requirement management plan
  2. Assessment of analysis scope and tasks
  3. Planning business analysis tasks
  4. Facilitating joint application design (JAD) and/or collaborative design sessions
  5. Elicitation, definitions and documentation of various business, user, and system requirements
  6. Analysis for business process improvement, application design and workflow automation
  7. Modeling and documenting new functional requirements; use case development.
  8. Leading and working within cross-functional teams that include business subject matter experts, application architects, developers, and testers
  9. Work closely with the ServiceNow implementation vendor team

  • At least seven (7) years of experience within the last ten (10) years producing business analysis deliverables shown in the following list:

  1. Business requirements, business rules, and business process model
  2. Use cases, functional requirements and/or functional specifications
  3. Non-functional requirements
  4. Stakeholder requests
  5. Procurement documentation
  6. Transition plans and/or implementation requirements
  7. Traceability matrices

  • At least three (3) years of experience using Rational Requisite Pro, HP ALM, Jama Software, or other requirement gathering tool to document functional and non-functional requirements, design specifications and provide full traceability for projects.
  • Experience as a Business Analyst with the State or Federal government.
  • Experience as a Business Analyst leading or participating in the technical implementation of ITSM and ITAM solutions, such as ServiceNow, including, but not limited to the following areas of focus:

  1. Incident Management
  2. Change Management
  3. Problem Management
  4. Configuration Management
  5. Hardware Asset Management
  6. Software Asset Management
  7. Cloud SaaS Cost Management
  8. Request Management - Service Catalog
  9. End User Experience
  10. Service Portfolio
  11. Asset Discovery
  12. Service Level Management

  • IIBA Certified Business Analysis Professional (CBAP or CCBA).
  • Experience in Agile project management methodology or Scaled Agile Framework.
  • Experience in the ITIL Framework.
  • Bachelor degree in Computer Science, Computer Engineering, Management Information Systems or related fields from an accredited or government-sanctioned college/university.
