The Strategic Capabilities Office (SCO) identifies, analyzes, demonstrates, and transitions game- changing application of existing and near-term technology to shape and counter emerging threats. Established in July 2012 by Deputy Secretary of Defense Ashton Carter, SCO's process leverages existing military systems to rapidly provide game-changing capabilities across the military services.

Incumbents typical work assignments may include the following:

- Serves as senior accountant within Strategic Capabilities Office and supports the Business Financial Manager (BFM) with the financial management policy, overall planning, direction, coordination and supervision of the SCO accounting functions & management of financial management systems to include Defense Agency Initiative (DAI), General Fund Enterprise System (GFEBS), Logistics Modernization Program (LMP), Global Combat Support Systems (GCSS), Defense Travel Systems (DTS), and Automated Time and Attendance Productions System (ATAAPS).

- Functions as a SCO representative on very large and complex, multi-million dollar cost analyses such as weapon systems modifications, weapon systems acquisitions, game-changing technologies, and application, and special studies.

- Provides professional leadership to SCO cost analysis efforts and, as required, prepares and presents quality briefings of the results of the project to designated officials. A wide variety of information must be evaluated in the process of formulating overall recommendations.

- Plans and develops independent cost analyses, estimates, and studies in support of the SCO. Reviews cost analyses, estimates, and studies for sufficiency. Provides staff level direction and guidance in designing and implementing the cost analysis program.

- Establishes and maintains information pertaining to the status/performance of activities. Coordinates and conducts meetings and/or interviews with associates from within and outside the agency. Adapts subject matter to meet the needs of particular audiences. Requires the use of tact and diplomacy to resolve issues of conflict between groups with different objectives and needs.

- Determines functional requirements, assures systems interface with larger automated management systems, guides systems programming, develops functional tests, writes instructional manuals, gives oral presentations on development progress, and attends meetings on systems integration and problem resolution.

Basic Requirements
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

  1. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You may qualify at the NH-04(GS-14/15) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-03(GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: .

  • Experience developing cost analyses/estimates or improving methods and techniques as it pertains to operation and maintenance impacts of systems acquisition;
  • Experience performing analytical studies on highly complex problems using quantitative analysis techniques such as regression analysis, operations research, margin analysis, sensitivity analysis, discounting, simulation, mathematical modeling, and statistical inference;
  • Experience developing and implementing programs to improve analytical and cost estimating methods, techniques and capabilities in support of major mission and operational plans;
  • Experience performing budget execution work, involving preparation of analyses of annual and/or multi- year budget reports for assigned organizations/programs into a consolidated budget reports.
