The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments' financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.

We are currently seeking an experienced professional to serve as an Accountant Senior, reporting to the Accounting Manager. This position is critical to agency and the Division of Finance's General Accounting Section with major functionality in the General Ledger & Reconciliation Unit.

The duties include but are not limited to providing accountability of revenue and expenditure reconciliations and establishing reporting requirements for the Division of Finance. It is responsible for establishing internal controls and procedures to increase accuracy and streamline the processing of financial data. To compile, track, and analyze cash, expenditures, appropriation & allotments and prepare analytical reports for management. Manage error correction reports, assist in running daily Cardinal to Financial Accounting and Analysis System (FAAS) interfaces and ensure interface error corrections are accurate and complete. Perform journal analysis/audit review. Prepare correcting entries as necessary and submit ATAs for processing, key transactions utilizing Cardinal General Ledger Module and FAAS, prepare weekly/monthly general ledger reconciliations and perform internal system fund split analysis. To assist in performing daily Electronic Benefit Transfer (EBT) system reconciliations accounts with contractor, VaCMS (State), and ASAP, (Federal Government) automative systems. Responsible for compiling, preparing, and submitting the VITA journal to allocate expenses to appropriate accounts as processed on the monthly VDN and Telco billings. Provide direct support to the Division of Finance, other Division Program Staff, colleagues, external partners and stakeholders.

Minimum Qualifications

Comprehensive working knowledge of Generally Accepted Accounting Principles.
Demonstrated ability to interpret, apply and enforce state and federal policies and procedures (to include procedures governing accounting, financial operations, general accounting and reporting).
Demonstrated ability to analyze, prepare and/or audit journal transactions.
Ability to manage time, tasks, and processes (ensuring work is accurate and deadlines are met while working under day-to-day challenges).
Demonstrated working ability to utilize an automated accounting system.
Demonstrated working knowledge of fund accounting.
Demonstrated working knowledge to apply basic accounting theory and principles.
Considerable skill and experience analyzing, compiling, and interpreting complex financial data.
Demonstrated ability to work independently.
Demonstrated ability preparing complex reports.
Excellent working experience handling and resolving problems.
Detailed work experience in General Ledger, reconciling various financial transactions.
Independently preparing comprehensive financial reports, and spreadsheets and solving related financial problems.
Excellent customer service skills and resolving customer service problematic concerns.
Ability to demonstrate positive outcomes when collaborating and cooperating with teams to achieve agency goals.
Demonstrated ability to prepare and audit journal/accounting transactions.
Ability to train individuals and/or groups of people relating to financial procedures.
Experience with Microsoft Office applications, specifically Excel and Word.

Additional Considerations

Experience in Oracle Financials, PeopleSoft, or Cardinal.
Experience working in an accounting and/or financial setting/environment.
