About the Position
This position acts as a working supervisor and will be responsible for ensuring the accurate and timely processing of accounts receivables and accounts payable transactions in accordance with Treasury, DOA, and DFP policies and procedures. The Accountant Supervisor will as be responsible for reconciling accounting records; updating and implementing state, federal and agency regulations, policies, and procedures; and the resolution of customer deposits, employee reimbursement, and vendor payable inquires. Specifically, this position will be responsible for but not limited to reconciling and pre-auditing small purchase credit card monthly statements and other account statements as needed and required; reconciling/maintaining accounting records; keying payments, financial information, and grant information into appropriate source systems; reviewing, managing, and processing accounts payable transactions; pre-auditing cash deposits/bank deposits, and maintaining tax records for submittal as required. The incumbent of this position will also be responsible for the daily monitoring, researching, and resolution of discrepancies with deposits/deposit logs in a timely manner; maintaining and correcting general ledger entries weekly/monthly as required; and partnering with the vendors, Accounting Manager, Purchasing Manager as well as with other staff as needed to ensure the agencies financial and accounting operations are coordinated and running efficiently. The Accounting Supervisor will also provide personnel management and guidance for up to 1-2 accountant positions, and be responsible for updating and implementing agency, state, and federal regulations as required.

Minimum Qualifications

• Experience demonstrating an extensive knowledge and comprehension of a broad range of fiscal policies including procedures pertaining to payroll and leave accounting.
• Experience demonstrating knowledge of accounts payable, accounts receivable, and collection principles.
• Considerable knowledge of financial management practices and procedures.
• Experience demonstrating the ability to interpret and apply advanced federal and state-level regulations.
• Considerable knowledge of governmental fund accounting and business management.
• Experience demonstrating the ability to lead, supervise, and provide guidance to at least 1-2 direct reports.
• Considerable knowledge and experience demonstrating the ability to interpret and apply generally accepted accounting principles (GAAP).
• Experience demonstrating knowledge, abilities, and skills to prepare, reconcile, and analyze moderate financial reports.
• Experience demonstrating knowledge, skills, and abilities to use state systems to electronically file 1099's, and to use Cardinal HCM to reconcile/resolve/approve timesheet issues.
• Experience demonstrating the ability to use Cardinal Financials to process travel reimbursements, accounts payable, accounts receivable, and to perform financial reporting.
• A work history demonstrating the ability to prioritize/manage multiple tasks simultaneously and solve problems in a deadline-driven environment.
• Experience demonstrating the ability to communicate effectively orally and in writing with all levels of staff and management.
• Considerable experience using Microsoft Office Suite software applications, including Word, Excel, Access, PowerPoint, and Outlook.

Additional Considerations

• Extensive knowledge of fiscal policies and procedures relating to accounts receivable and collection principles in accordance with the Commonwealth's Department of Accounts regulations (DOA).
• Knowledge of the Commonwealth's CAPP Manual and related topics.
• Considerable experience supervising and providing guidance to multiple employees in a financial environment, or considerable experience acting as a lead employee in a financial environment is desired.
