Job Summary

The Accounting Director for the Department of Iron Range Resources & Rehabilitation provides supervision, leadership, strategic planning, integration, internal controls, personnel, and direction to the agency finance activities. The incumbent in this position is responsible for agency-wide coordination of agency finance operations.
  • Serves as the Iron Range Resources and Rehabilitation accounting and finance director.
  • Overall responsibility for the activities and results of finance operations and provides daily supervision and leadership for department operations.
  • Establishes strategies, policy options, parameters and schedules for developing the budget, as well as implementing these plans.
  • Determines and implements budgetary priorities to best accomplish the objectives of agency need and has broad latitude within statutory authority to fulfil the agency mission.
  • Directs personnel and oversees and coordinates teams, professional contracting, purchasing, accounts payable, accounts receivable, payroll, Giants Ridge financials, annual and biennial budgets, capital budgets, budget allocation, financial reporting, financial analysis, fiscal note coordination, internal controls, and strategic planning.
  • Serves as chief financial advisor to the Commissioner, IRRR Board Members, Executive Director of Development, Facilities Managing Director, Legal Counsel and Senior Leadership Team.

This position will be located in Eveleth, MN with the eligibility for a hybrid telework schedule. If approved for telework, the employee would be required to complete a telework agreement.

This position will require reporting to the primary work location up to four (4) days per week during the probationary period, and a minimum of three (3) days per week on a regular basis.

Occasional travel is required.

Qualifications

Minimum Qualifications
  • Five (5) years advanced professional accounting experience including preparing and interpreting complex financial reports, recognizing problems, and effecting solutions, working with complex enterprise resource systems and business intelligence software, working with federal grants and professional/technical contracts, writing RFP's, annual plans, and awarding contracts, and advanced analysis and display of data.

*Bachelor's degree in Accounting, Finance, Business, Public Administration, Economics, or other closely related field as determined by the agency can substitute one (1) year of experience; Master's degree substitutes for eighteen (18) months of experience .

AND
  • Experience providing supervisory or lead work experience sufficient to train, mentor, motivate, and hold staff accountable to their responsibilities.
  • Knowledge of the agency and state's accounting, budgeting, and legislative processes sufficient to ensure financial operations comply with all applicable laws and standards.
  • Experience developing and monitoring a large operating budget.
  • Exceptional oral and written communication skills, the ability to communicate clearly and professionally both verbally and in writing.
  • Ability to establish and maintain effective working relationships with agency managers and staff, grant management, business, and governmental organizations as well as the general public.
  • Project management experience, including leading processes with tight timelines, adjusting to changing priorities, strong organizational skills, and attention to detail.
  • Knowledge of internal control frameworks and best practices sufficient to conduct risk assessments and revise procedures to minimize risks.
  • Experience working with a diverse clientele including the commitment to equity and inclusion in the work environment.

Preferred Qualifications
  • Extensive knowledge of the State's appropriation, budget and accounting policies and systems.
  • Experience with the State of Minnesota accounting and payroll systems.
  • Supervisory experience in a union environment.
  • Experience with State's Data Warehouse reporting system, SWIFT, SEMA4.
  • State of Minnesota Certified Public Accountant Licensure.

  • Employees must be able to transport themselves to the agency and to agency external meetings and obligations.
  • in accordance with the Department of Iron Range Resources & Rehabilitation's Vehicle Fleet Safety Program, employees driving on agency business who use rental or state vehicles shall be required to conform to Department of Iron Range Resources & Rehabilitation's vehicle use criteria and consent to a Motor Vehicle Records check.
  • This position is eligible for hybrid telework - the incumbent will be expected to complete a telework agreement.
