ABOUT THIS POSITION

The Aviation Department oversees Phoenix Sky Harbor Airport, the nation's 14th busiest airport, and 2 general aviation airports, Deer Valley, and Goodyear Airports. Sky Harbor Airport is the State of Arizona's largest economic engine. The work is fast paced, dynamic, and ever changing to meet current traveler needs and aviation trends. The Fiscal Management Division (FMD) manages the airport's finances to ensure the airport is self-sustaining while the airport continues to reinvest in, grow, and develop facilities for future growth.

The Aviation Department is looking to fill an Accounting Supervisor position in the Financial Accounting and Reporting Section (FARS) in the Fiscal Management Division (FMD). This position may occasionally rotate leadership responsibilities among the division's three sections (Financial Accounting and Reporting, Cost Accounting, and Capital Management). This position currently has three direct reports (an Accountant IV, an Accountant III in Financial Reporting and an Accountant III in Accounts Receivable) and oversees a total of 9 individuals (3 in financial reporting and 6 in Accounts Receivable).

Responsibilities include:
  • Overseeing airport grant accounting.
  • Managing accounts receivable function.
  • Creating and monitoring of fixed assets.
  • Creating and reviewing of financial statements.
  • Supervising professional level accounting staff.
  • Directing a wide range of fiscal accounting duties.
  • Ensuring internal and federal reporting of airport statistics.
  • Ensuring federal financial reporting of passenger facility charges (PFCs).
  • Implementing financial components of the Aviation Department's Business Plan.
  • Coordinating and completing the Aviation Department's Annual Comprehensive Financial Report (ACFR).
  • Monitoring and implementing new pronouncements of the Governmental Accounting Standards Board (GASB).
Aviation Accounting Supervisors have considerable latitude to exercise professional discretion within the parameters of General Accepted Accounting Principles, City ordinances, rules, regulations, Federal Aviation Administration policies, and other guidelines. Work is performed under the general direction of a Deputy Aviation Director.

IDEAL CANDIDATE

  • Ability to lead and motivate diverse teams.
  • Ability to ensure information is accurate and deadlines are met.
  • Ability to manage their section and make decisions independently.
  • Proficiency with SAP, Microsoft Excel, Word, and PowerPoint.
  • Possess strong critical thinking, communication (written and oral), and organizational skills.
  • Familiarity with accounting standards as promulgated by the Governmental Accounting Standards Board (GASB) and/or the Financial Accounting Standards Board (FASB).

SALARY

Pay Range: $93,121.60 to $137,592.00 annually.

Hiring Range: $93,121.60 to $118,872.00 annually.

MINIMUM QUALIFICATIONS

  • Three years of professional-level supervisory experience in governmental accounting or auditing.
  • Bachelor's degree in accounting, business administration, economics, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience with:
    • Airport finance.
    • Accounts Receivable.
    • Financial statements.
    • Grant accounting.
    • Federal reporting.
    • ACFR management.
    • PFCs or CFCs.
    • Fixed assets.
    • Annual comprehensive financial reports.
    • Implementing or researching new GASB pronouncements.
    • Managing and completing the ACFR process including managing other accountants and working with auditors.
  • An advanced degree in accounting, finance, public administration, or business administration, preferred.
  • Professional certification such as Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or another relevant audit or financial certification, desired.
