Job Description / Essential Elements:
CLASS TITLE: ACCOUNTING SUPERVISOR BASIC FUNCTION: Plan, coordinate, supervise and perform complex functions related to the review, control and accountability of District income and expenditures; calculate and prepare State and federal records and reports; supervise and control assigned accounts and fiscal activities; train, supervise and evaluate the performance of assigned staff. REPRESENTATIVE DUTIES ( E equals essential duties): Plan, coordinate and supervise the activities of an assigned accounting clerical unit in the maintenance of complex records and systems and other activities related to District income and obligations; review, verify and account for expenditures of District funds including general and special funds. E Review and verify the activities, data and reports of subordinates and assist with the more difficult problems. E Review payroll and benefit calculations prepared by staff to assure compliance with methods and procedures of payroll distribution; provide technical information related to payroll procedures and policies; advise staff of changes in payroll accounting functions. E Prepare monthly cash reconciliations and balance the County Office income; prepare abatement deposits; sign checks for student funds and prepare, review and approve journal entries; review general ledger to assure correct posting of transactions; identify and code federal and State checks as appropriate. E Prepare monthly and quarterly invoices and annual reports for federal and State special projects and grants; prepare a variety of journal entries for open purchase orders, account code corrections, maintenance agreements and fund and inter-fund transfers; create and prepare spreadsheets for indirect costs, carry-over dollars for special projects and District mail costs. E Train, supervise and evaluate the performance of assigned staff; plan and assign work; provide technical supervision to staff to assure correct application of appropriate regulations, laws and guidelines; assist in the selection, discipline and other personnel matters according to established procedures. E Prepare periodic and special financial and statistical reports and State and federal reimbursement claims. E Review and analyze reports, records, financial statements, data processing detail and ledgers. E Review and modify internal procedures of the unit; make recommendations on improvements to procedures and implement changes as necessary. Work with data processing to develop or modify programs to meet needs. Review and distribute expenditures to appropriate accounts; reconcile bank statements and other financial data. Prepare summary reports of a complex nature requiring examination of supporting documents. Participate in year-end closing of accounts payable and receivable and District records. Perform related duties as assigned. EDUCATION AND EXPERIENCE: Any combination equivalent to: college-level course work in accounting, statistics, mathematics or related field and five years increasingly responsible experience in financial and statistical record-keeping. WORKING CONDITIONS: ENVIRONMENT: Office environment. PHYSICAL DEMANDS: Dexterity of hands and fingers to operate a computer keyboard. Sitting for extended periods of time.
