Job Duties

Performs advanced professional level work of considerable difficulty requiring the analysis/interpretation of fiscal data and the application of accounting theory and
principles to serve a major program or financial specialty with agency wide
implications. Duties may include: resources management, business operations,
accounting system development, budget data development, cost distribution, revenue
control, complex analysis of financial activities, accounts payable/receivable, and fixed
asset accounting. May manage all functions of compensation accounting that includes
supervision of payroll technicians, assuring timely processing of payrolls, distribution
of checks, preparing federal/state tax reporting, fringe benefits and premium
conversion. May supervise fiscal professional(s) and support personnel.

Performs professional level work of moderate difficulty requiring the application of accounting theory and principles. Characteristic duties: develop methods of recording fiscal transactions, allocate funds, update and maintain accounting systems, independently prepare financial statements/reports, and prepare other financial information for review. Knowledge of the Cardinal System or other large mainframe systems is essential.

As a part of the Office of Financial Management, this position serves as a liaison between Office of Financial Management and VDH's health districts and program offices for recording revenue receipts, making AR correcting entries and providing guidance and answering questions related to accounts receivables.

This position is responsible for reconciling discrepancies between Treasury's banking information and the agency's financial system. The AR Accountant prepares the agency quarterly receivable report, pursues, collects and maintains collections owed to VDH via the state's Debt Set-Off Program and helps to maintain the agency's AR policies in accordance with the Commonwealth Accounting Policies and Procedures (CAPP) Manual.

Minimum Qualifications

Working knowledge of governmental accounting principles, policies, procedures and standards.

Knowledge of accounting for and collection of accounts receivables and the impact on financial statements.

Demonstrated ability to analyze, interpret, and solve complex problems related to fiscal data and fund sources

Proficient in Excel and Word and experience using database applications.

and laws
