The Community Development Program Assistant performs fiscal, grant administration, reporting and monitoring functions of the City's Community Development Block Grant (CDBG) program and assists in the administration of community development programs and services offered by the City.

The incumbent is involved in the planning for and use of federal CDBG grant dollars, including communicating community development program information to the public and stakeholders. General work functions include assisting with establishing and monitoring program, project and activity performance and progress; tracking financial and statistical information including program/project spending; providing and planning orientation, training, and technical assistance for sub-recipients; assisting in the development of housing and community development plans and reports as required by the U.S. Housing and Urban Development (HUD); and maintaining project files and correspondence files with HUD and local/regional partners.

This position is grant funded from U.S. Housing and Urban Development Community Development Block Grant (CDBG) Program and is contingent on the City of Portsmouth receiving CDBG fund and funding availability.

Essential Duties and Responsibilities

  1. Track project accomplishments and enter other reporting/data entry in Integrated Disbursement Information Systems (IDIS), HEROS, and other federal reporting systems and Excel.
  2. Assist with contract preparation, establish and maintain project files and monitor contract conformance with HUD program regulations, which includes communication and collaboration with public/social service agencies for grant/reporting.
  3. Collect and organize public/social services agencies annual CDBG grant applications and prepare materials for Citizens Advisory Committee (CAC) and may occasionally provide staff support to CAC public meetings.
  4. Track and monitor project budget, program income, administrative and public service caps and grant spending.
  5. Attend occasional meetings, conferences, workshops, and training.
  6. Assist with HUD-required Annual Action Plan and Budget, Consolidated Plan, Evaluation and Performance Report, Section 3, Labor Standards, Assessment of Fair Housing, and other reports as required.
  7. Assist in the preparation of environmental review record information, maps, and reports required by NEPA.
  8. Assist in review of certified payrolls to ensure compliance with the Davis Bacon Act.
  9. Assist with housing loan portfolio management and tracking for loans in repayment or coming into repayment (Housing Rehab Loans, Economic Development or other housing loans).
  10. Perform related duties as assigned.

Qualifications
MINIMUM REQUIRED QUALIFICATIONS -
A Bachelor's Degree in Public Administration, Business Administration, Political Science or other related field is preferred. Two (2) years of grant management/administration or related experience; or any equivalent combination of experience and training that provides the knowledge, skills and abilities necessary to perform the work. Experience working in a municipal office, public agency or non- profit organization with regular interaction with members of various departmental staff and public is preferred.

A valid driver's license and the ability to maintain insurability under the City's vehicle insurance policy.
