Essential Functions:
  • Plays a significant role in office management and oversight for the department.
  • Responsible for the completion of complex administrative and technical assignments.
  • Provides administrative/clerical support to the Directors; schedules meetings and maintains calendars, prepares letters and reports, maintains supplies and other duties as needed.
  • Serves as a point of contact for the agency and other local government departments when problem-solving; responds to difficult customer-related issues and resolves them accordingly; receives inquiries from State agencies.
  • Carries out assignments or projects from Directors that may be highly confidential and/or time-sensitive in nature.
  • Provides oversight for the recruitment/interview/hiring process and operation of the online Recruitment Management System and coordinates this process with the agency, county, and state. Pre-screens applicants for referral to the hiring manager.
  • Communicates with department employees on personnel-related programs.
  • Works independently on complex projects including preparation of reports, administration of grants, and compilation of meeting materials.
  • Provides administrative support for public meetings; coordinates scheduling, preparing meeting documents, and taking the minutes. Maintains electronic files of all meeting documents.
  • Prepares correspondence for the department and responds to general inquiries. Composes letters and memoranda independently. May prepare agendas and other documentation for meetings, including meeting minutes.
  • Provides oversight for Records Management, Retention, and Disposition. Assist units with guidance when purging records.
  • Collects, verifies and enters complex unit/department-related information into database. Maintains database and keeps information current.
  • Establishes and maintains files, frequently of a confidential and/or sensitive nature, including internal personnel files.
  • Performs other related tasks as assigned.
Competency: Knowledge/ Skills/Abilities:
  • Comprehensive knowledge of standard office practices, procedures, equipment, and clerical techniques.
  • Thorough knowledge of departmental functions, organization, and policies. Ability to make difficult arithmetic calculations.
  • Ability to lay out and type complex forms and tables.
  • Comprehensive knowledge of business English and spelling.
  • Ability to establish and maintain effective working relationships with employees and the general public, as well as government officials.
  • Intermediate to Advanced level proficiency in office-related software.
  • Ability to use a variety of office equipment, including computer, copier, postage meter, Fax, printer, multiple-line phone, paper folder, laminator, projector, and scanner.
Required Education and Experience:
  • Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia
  • Workers in this position are required to drive and they must meet the eligibility requirements of the County's safe driver policy.
  • Worker must be willing to travel occasionally overnight and may be required to assist in managing emergency shelters for the public.
  • The candidate may be subject to criminal history and central registry background checks.
  • High school diploma supplemented with course work in a business education program that teaches office skills or course work in office administration offered by business schools, vocational-technical institutes, and community colleges and related administrative experience, OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Physical and Mental Requirements:
  • Regular contacts made with individuals from other internal units, County departments, outside organizations, VDSS personnel and the general public for purposes of exchanging information which requires some judgment or interpretation.
  • Communication is usually cooperative in nature with infrequent conflicts resolved by higher authority.
  • Administrative clerical work typically performed sitting in an office with occasional walking, light lifting of office items up to 30 pounds; and other limited physical activities.
Remote Work:
  • This position is not eligible for remote work. All County staff must maintain residence within the Commonwealth of Virginia.
