Why does the job exist?

The Administrative & Operations Manager II / Director of Coverage Affordability and Expansion will:
  • Oversee programs and staff under the Health Care Affordability Fund (HCAF);
  • Establish the strategic direction for coverage affordability initiatives;
  • Oversee the day-to-day activities of the Division;
  • Steer program research projects;
  • Develop and monitor program budgets and draft reports about the initiatives for executive and legislative leadership.


How does it get done?

The Administrative & Operations Manager II / Director of Coverage Affordability and Expansion is responsible for:
  • Program oversight: Overseeing programs financed by the Health Care Affordability Fund (HCAF);
  • Developing, implementing and evaluating new initiatives to ensure program efficiency and effectiveness;
  • Overseeing procurement and contracting activities related to coverage affordability initiatives;
  • Policy development and implementation: Developing and overseeing implementation or regulations and sub-regulatory guidance;
  • Working with state legislators on legislation in support of the agency's goals related to health coverage expansion & affordability;
  • Presenting to legislative committees;
  • Managing research projects directly and through oversight of staff activities;
  • Budget management: Managing multiple program budgets;
  • Consulting Health Care Authority (HCA) leadership on budget matters;
  • Assisting the Superintendent with development requests related to health care affordability initiatives;
  • Staff management: Planning and prioritizing work performed by the coverage affordability and expansion team in order to achieve HCA objectives and meet performance measures;
  • Setting strategic vision for the Division;
  • Providing general management and oversight of the day-to-day operation of the Division;
  • Directly supervising existing staff;
  • Evaluating productivity and adjusting workloads and assignments accordingly;
  • Participating in the hiring, training, and coaching of employees;
  • Managing needed coordination and collaboration with other Office of Superintendent of Insurance (OSI) bureaus;
  • External partner engagement: Coordinating with staff and leadership at the New Mexico Health Insurance Exchange, Taxation and Revenue Department (TRD), Department of Finance and Administration (DFA), Medical Insurance Pool, and other state entities;
  • Managing relationships with federal agencies & participating in stakeholder engagement activities;
  • Occasionally participating in interstate groups and projects;
  • Actively participating in the design of modifications of BeWell.com to assure website accurately reflects HCAF policy objectives and presenting information in accordance with the best practices for consumer-friendly content;
  • Managing special projects assigned by HCA leadership.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
