The Administrative Oversight Section (AOS) provides administrative and clerical support to the Industrial Strategies Division (ISD/Division) and its branches. Pursuant to Assembly Bill 32, the California Global Warming Solutions Act of 2006 (Statutes of 2006, Chapter 488) and other authorities, ISD is responsible for regulatory and non-regulatory activities to reduce greenhouse gases, air toxics, and criteria air pollution from stationary and non-stationary sources under the Cap-and-Trade program, Low Carbon Fuels Standard, waste, energy, oil and gas and additional programs.

Under the general direction of the Staff Services Manager I in AOS, the Associate Governmental Program Analyst (AGPA) performs complex analytical activities to support the Division with a majority of time focused on hiring activities and other human resources work . The AGPA provides professional expertise regarding personnel, safety coordination, training, and event facilitation support to staff and managers within the Division. The responsibilities of the AGPA include administrative duties and other internal Division support. As a full journey-level analyst, the AGPA continually applies skills and expertise to process development, research on best practices, and works closely and cooperatively with others and in teams.

Prior experience coordinating and completing human resource activities is required, preferably in a state agency. This position requires excellent organization skills, attention to detail, and the ability to track multiple assignments at one time. The ideal candidate will exercise good judgment when completing all tasks and be able to foster effective communication with a broad range of personalities. The ideal candidate will have a strong commitment to teamwork and a positive working environment, and will contribute to planning and conducting division-wide activities, including meetings, workshops and social activities.

    Working Conditions

    This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

    The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.
