For Trainee Level Appointment (SG 13 or 14):
• Reachable for appointment to Trainee 1 level on current Civil Service eligible list used for filling this title; OR,
• One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. Titles eligible for transfer to the Trainee 1 level include but are not limited to: Administrative Assistant 1, Office Assistant 3, Program Aide, Claims Services Representative Trainee 1; OR,
• A bachelor's or higher degree.

For Journey Level Appointment (SG 18):
• Reachable for appointment to journey level on current Civil Service eligible list used for filling this title; OR,
• One year of permanent, competitive class services as an Administrative Specialist 1; OR,
• One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. Titles eligible for transfer to the Journey Level include but are not limited to: Contract Management Specialist 1, Human Resources Specialist 1, Senior Administrative Analyst, Policyholder Services Representative 1, Claims Services Representative 1; OR,
• A bachelor's degree and two years of professional experience* providing administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
* A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description Responsibilities include, but are not limited to:
• Process legal bills approved by NYSIF attorneys.
• Track A&R rejected bills in claims system.
• Terminate A&R rejected bills and issues response notes in CHS and A&R.
• Reprocess A&R to generate weekly/monthly bill rejection reports.
• Handle new/updated W-9 for vendors.
• Handle billing status inquiries from vendors/counsel.
• Maintain new email billing account: nysiflegalbilling@nysif.com to track invoices and approvals from NSYIF attorneys/vendors.
• Handle Finance Dept requests to stop payment on drafts and obtain copies of cashes drafts.
• Contact vendors to request repayment of legal bills paid in error.
• Submit L-54 forms to Finance for recovered funds from vendors who refund NYSIF (dungs sent in have to be credited to policy using L-54 form and claim number)
• ET bills: pay settlements and IMEs as well as payment of legal fees.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
