About the Employer

The Orange County Department of Education (OCDE) serves some of Orange County's most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment. Job Summary

The Educational Services Division is dedicated to supporting Orange County school districts. Our team is seeking a leader to serve as Administrator of Educational Services, Child Welfare & Attendance. The selected candidate will oversee the development, implementation, and evaluation of programs and services related to child welfare attendance (CWA), supports for foster youth, supports for students experiencing homelessness and additional student support services. This role involves managing, supervising, planning, and coordinating CWA activities. Responsibilities include providing specialized assistance, organizing staff work, offering complex support to higher-level management, and overseeing the direct supervision of professional, technical, and clerical staff. The ideal candidate will collaborate with community partners to enhance support services for school districts and students, ensure compliance with legal and educational policies related to child welfare and attendance, foster care, and student discipline, and lead professional development initiatives for staff on best practices related to student welfare and support. Managing budgets and funding sources for programs, excelling in goal development, policy implementation, staff training, and evaluation to ensure effective service delivery, and possessing strong communication skills for stakeholder interaction and group presentations are essential. Collaboration with Orange County school districts and adherence to student services laws are also crucial. Requirements / Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: • Master's degree from an accredited college or university with major course work in education, education administration, behavior management or a related field. • Five (5) years of increasingly responsible educational experience including two (2) years of administrative service in a public-school setting. • Three (3) years of successful, full-time educational school service in a non-classroom position(s) with assigned responsibilities directly related to child welfare attendance, school social work, pupil services, or school counseling preferred. Licenses, Certificates, and Special Requirements: • A valid California credential authorizing instruction or service in a public-school program. • A valid Administrative Services Credential. • A valid California Pupil Personnel Services (PPS) credential authorizing service in any of the following specializations: school counseling, school social work, school psychology, and the authorization of child welfare and attendance services preferred.
