Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a motivated individual to serve as the Adult Behavioral Health Initiatives Manager. The purpose of this position is to provide program development, administrative leadership, implementation, oversight, and support related to behavioral health system planning for DBHDS. Primary areas of focus include administrative oversight of programs and services related to serious mental illness and development; support for ongoing systems transformation including STEP VA, CCBHC, internal and external Quality and Outcomes Committees; as well as oversight of Exhibit D's, SFAs, and community behavioral health programs related to strengthening the overall system of care in Viriginia for people with serious mental illness, mental health needs, and behavioral health disorders. This position will be a member of the Community Services Division, a division within the agency that encompasses behavioral health and developmental disabilities.

Additional duties include:
• Administration and management of program and services funds (including oversight of contracts), agency/division initiatives and critical strategic priorities within community services and behavioral health.
• Providing subject matter expertise, oversight, and development of new/current initiatives to strengthen Virginia's system of care.
• Leading and supporting the implementation of ongoing and current systems transformation efforts by managing and overseeing specific programs/services or aspects of these transformation efforts.
• Developing, monitoring, and evaluating community services programs (e.g. programs/services funding allocated to DBHDS and/or DBHDS-Grants to Localities).
• Planning and distributing disbursements of funds for services/programs.
• Working collaboratively with fellow managers, office directors, and others in the Division to support Division and Agency goals.
• Providing innovative solutions to existing and newly identified systemic concerns through the development of provider capacity, education, and technical expertise.

Minimum Qualifications

• Knowledge of behavioral health systems, including emerging practices and effective systems of care, and possess a solid level of data literacy.
• Experience with and the ability to coordinate, develop, implement, and oversee programs and services, particularly as related to driving governmental systems of care toward more effective delivery models.
• Knowledge of statutes, regulations, policies, and standards that govern health systems.
• Experience in staff management and supervision.
• Ability to plan, manage, and coordinate multiple diverse yet interrelated projects.
• Demonstrated ability or aptitude in planning and strategy development.
• Strong writing and critical analysis skills, as well as effective meeting/work group facilitation skills.
• Excellent communication and presentation skills, with the ability to speak clearly and effectively in small and large group settings.
• Ability to work collaboratively with office directors, staff, other divisions/offices to support divisional and agency goals.
• Ability to establish and maintain effective relationships with diverse stakeholder groups.
• Team player, collaborative, independent, and growth-mindset oriented. High degree of self-awareness; demonstrate respect and cultural humility with interpersonal relationships.
