Position Information

TxDOT's Transportation Planning and Programming (TPP) Division is looking for an Advanced Freight Planning Project Manager based out of our Stassney headquarters in Austin. This position is within the Freight, International Trade, and Connectivity Section, which develops long-range plans, programs, and policies which help shape the development of Texas' future highway and multimodal transportation networks. This position is fast-paced with multiple deadlines. Job output (primarily analysis work) must be efficient, and accurate with careful attention to detail. Work may be presented by high-level leadership at Texas Transportation Commission briefings and other events. The position must be able to take a comprehensive approach to division and agency-wide goals with a concentration on statewide multi-modal transportation planning.

Position Description

Performs advanced (senior level) project management work related to transportation corridor/project development. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management and other relevant parties. Coordinates projects with federal, state and local governments. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Assists in formulating and recommending policies and guidelines relating to planning, schematic design, and environment projects.
  • Assists with budget preparation; monitors and estimates future costs.
  • Consults with districts, divisions and other agencies regarding issues related to project development and design.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assure coordination and approvals through FHWA.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • Makes presentations and conducts public hearings and meetings.
  • Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.
  • Oversees planning studies to include feasibility studies, master plans and environmental assessments or constraints identification.
  • Performs complex planning and programming activities in support of management-related programs and/or transportation projects.
  • Prepares and monitors budget.
  • Represents the Department at national, state and local levels regarding planning project development.
  • Reviews and approves final preparation and publication of reports, manuals, contracts, agreements and related correspondence pertaining to planning studies, schematic design and environmental studies.
  • Reviews proposed legislation and oversees the implementation of legislation affecting planning and environmental activities.
  • Serves as a lead worker and trains others.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education:

  • Bachelor's degree in business administration, planning, engineering, project management, or related discipline.
  • Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications


Experience:

  • 5 years project management experience.
  • Experience can be satisfied by full-time or prorated part-time equivalent).
  • Related graduate level education may be substituted for experience on a year per year basis


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle


Preferred Qualifications:

  • Cert Amer Inst Planners (AICP)
