Job Description:

Candidate Skills and Qualifications:

Must be able to:

• work with Business Customers, Section Managers, Project Managers, Business Analysts and Subject Matter Experts (SMEs) in a professional and collaborative manner to define strategies and implementation
• lead requirements discovery, solution design, user story writing, feature development, and user acceptance testing
• work with cross functional teams to ensure alignment on prioritization and feature development while staying in the boundaries of our architectural footprint, accessibility standards and security
• partner with the scrum master, project manager, section managers and executive teams to identify key capabilities needed as well as identifying potential issues
• work with IT project team to manage the backlog ensuring that deliverables are met timely and meets customer expectations
• analyze application performance for health and improvement

Must have:

• strong written, verbal, and interpersonal communication
• knowledge of software development methodologies Agile and Scrum

problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary

Onsite Requirement: Candidate will be working remotely since most contractors are teleworking. Onsite work will be very limited and must be pre-approved by the Direct Supervisor

The selected contractor(s) will be required to come in person to the LBJ Building to obtain CPA equipment, badge, and initial assignments. CPA will not pay or reimburse travel expenses.

Required Skills:

• 7 years of experience with application development as an agile/scrum product owner/manager
• 7 years of experience with customer focused user experience design
• 5 years of experience with Agile development experience with Scrum, Kanban
• 5 years of experience with writing acceptance criteria-based user stories
• 5 years of experience with analytical thought process to aid with prioritization and negotiation
• 5 years of experience with highly complex application security requirements
• 5 years of experience with organizing user acceptance testing per sprint and end to end
• 4 years of experience with story mapping
• 4 years of experience with business process mapping
• 4 years of experience with Atlassian Jira and Atlassian Confluence
• 4 years of experience with completing system documentation
• 3 years of Proficient with the Microsoft Office products, including Outlook, Project, and Visio
• 3 years of Proficient with common collaboration products such as Microsoft Teams, SharePoint, Cisco WebEx

Preferred skills:

• 5 years of experience working with enterprise software solutions as a developer
• 3 years of experience working with enterprise architectural design
• 2 years of Public sector experience (Federal, State or Local Government)
• 2 years of experience with 508 Compliance/Web Accessibility
• 2 years of experience with Information Security Office Compliance
• 2 years of experience with department, company, or agency agile transformation
• 2 years of experience with web portal and mobile
• 1 year of experience with Service Now ticketing and workflow automation platform
• 1 or more years of CSPO - Certified Scrum Product Owner certification
