Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The Agricultural Leasing Bureau, which is part of the Surface Division, is responsible for the management of approximately 3,500 livestock grazing and cropland production leases that cover 8.8 million surface acres of state trust land, and generates around $10 million dollars in earnings for public schools, universities and hospitals in the state. The Agricultural Leasing Analyst processes forms related to the various leasing activities under the Agricultural Leasing Bureau, assists lessees and prospective lessees with questions regarding agricultural leasing policies, rules, forms, and procedures; updates information in the Land Information Management System (LIMS); distributes funds for leasing activities, and assists other internal divisions and external agencies with questions regarding agricultural leasing. When processing transactions, the analyst ensures compliance with all NMSLO rules and regulations, statutes, federal rules and regulations that govern the agency.

How does it get done?

Position Overview: The Agricultural Leasing Analyst is responsible for processing transactions within the Agricultural Leasing Bureau related to leasing for agricultural uses. This role involves a range of tasks including review and processing of documents (contracts, miscellaneous instruments, collateral assignments, etc.), communication with lessees regarding processes and procedures, and analysis of leases and lease transactions to ensure efficient and accurate management of agricultural leases.

Key Responsibilities:
Manage Competing Deadlines: Effectively handle and prioritize multiple deadlines while maintaining high standards of accuracy.
Document Management: Review a high volume of documents for completeness and accuracy.
Notarization: Perform notarization of documents.
Entity Verification: Confirm corporation standing/status with the NM Office of the Secretary of State.
File Review/Audit: Conduct reviews and audits of both electronic and physical lease files.
Communication: Engage effectively with applicants, lessees, and internal clients through telephone, email, or in-person appointments.
Travel and Public Meetings: Travel occasionally and present information, including rules and requirements, to improve understanding of leasing procedures by internal personnel and the agricultural community.
Community Engagement: Participate in virtual or in-person meetings with agricultural organizations, including state, federal, and local governments, non-governmental organizations (NGO's), and other entities.
Intra-departmental Coordination: Request field reports and communicate with District Resource Specialists or other Surface Resources personnel as needed to get information about parcels of land proposed for lease.
Analysis: Analyze applications, field reports, and other transaction-related information to make recommendations regarding leases to management.
Transaction Processing: Process transactions using the Land Information Management System (LIMS).
Distribution of Funds: Distribute received monies and provide relevant information to other divisions within the NMSLO for agency functions.

Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).

External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; special interest groups; government entities (state, federal, city, county, tribal).

Ideal Candidate

The Ideal Candidate will have:
Strong Organizational Skills: Demonstrated ability to manage competing deadlines effectively while maintaining high standards of accuracy.
Document Review Proficiency: Experience in reviewing and processing high volumes of documentation with attention to detail.
Customer-Service Orientation: Capable of maintaining a positive attitude and professional communication when interacting with external and internal customers of varied personalities, both in person and on the phone.
Effective Communication: Strong written and verbal communication skills.
Presentation and Travel: Ability to travel as needed and present information effectively.
Technical Skills: Proficient in Microsoft Office Suite, including Excel, Word, and Outlook.
Financial/Real Estate Knowledge: Working knowledge of financial and/or real estate transactions.
Land Descriptions: Experience with reading and understanding land descriptions, including Public Land Survey System (PLSS) legal descriptions and title records.
Legal Document Review: Experience reviewing legal documents related to contracts, real estate transactions, trust documentation, power of attorneys, and familiarity with probate processes and procedures, including the steps to take following an individual's death.
Notary Public: Possess or be able to obtain a notary public commission and perform notarizations.
System Proficiency: Proficiency with the Land Information Management System (LIMS) or similar systems.

Minimum Qualification

Bachelor's Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Substitutions Apply. See Substitution Table below.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage; with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Occasional travel may be required.
