This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.

The Clean Transporation Outreach Section (CTOS) is seeking an enthusiastic and motivated technical professional with leadership aspirations who will be responsible for coordinating outreach, facilitating community engagement, and developing and implementing critical technical assistance and capacity-building efforts for California's priority populations. In an effort to further increase understanding of clean transportation regulations and access to clean transportation and mobility opportunities and incentives. This position will involve collaboration with multiple entities, including but not limited to:
  • Community-based organizations, nonprofit organizations, community advocates, environmental justice organizations, and California Native American tribes;
  • Low-income residents, underserved and disadvantaged communities throughout the State;
  • State, regional and local agencies, including air districts;
  • Transportation and clean mobility service providers, metropolitan planning organizations, transportation network companies; and
  • CARB staff, management and executive leadership teams.
The position will collaborate with multiple related and equity-focused CARB programs, including but not limited to the Assembly Bill 32 Scoping Plan and Environmental Justice Advisory Committee, the Community Air Protection Program, the light, medium, and heavy-duty vehicle incentive programs, California Climate Investments, the Innovative Clean Transit regulation, the Advance Clean Cars and Advanced Clean Fleets regulations, and other CARB programs.

In close collaboration with MSCD staff, the Access Clean California project team and other stakeholders, the position is responsible for assisting in the development and implementation of a comprehensive outreach, community engagement and capacity-building approach, to include funding and support for priority populations and community-based organizations to prioritize equity and facilitate increased access to clean transportation information and mobility opportunities. This includes capacity-building for outreach and community engagement, identification of community transportation priorities and gaps, facilitating community input on CARB programs, and other community-engagement activities related to adoption of zero and near-zero transit and clean mobility options, particularly for the State's most impacted communities. The position will serve as a regional liaison to facilitate place-based and 'on the ground' equitable outreach and community engagement on CARB's clean transportation regulatory and incentive efforts. The position also supports implementation of recommendations included in CARB's Senate Bill (SB) 350 Low-Income Barriers Study, Part B: Overcoming Barriers to Clean Transportation Access for Low-Income Residents and the annual Low-Carbon Transportation Investments Funding Plan. The position will also lead and support coordination of an MSCD equity workgroup.

Statewide travel may be required up to 20% for meetings, conferences and stakeholder outreach, which may also include overnight and weekend travel. A flexible work schedule may be needed to accommodate periodic travel on evenings and weekends.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.

They will also be familiar with CARB's efforts to reduce those barriers, as well as strategies to operational equity. They will have familiarity with CARB's clean transportation regulations, including Advanced Clean Cars, and California Climate Investment programs, in particular Low Carbon Transportation Program incentives, have a strong understanding of CARB policy development (including criteria, toxic, and greenhouse gas reduction strategies related to heavy-duty trucks and buses), an ability to negotiate through tough political climates, and an aptness to build consensus among section staff, Divisions within the agency, other local, State and federal agencies, environmental and community-based organizations, and key stakeholders. They should possess exceptional written and oral communication skills, including the ability to effectively communicate with various and diverse individuals and audience types, espeically communities and those most impacted by air pollution. They must have the ability to coordinate, lead, and conduct activities under minimal supervision and prepare reports, presentations, and outreach materials for public workshops, Board hearings, outreach events and other informal meetings describing and supporting policies for CARB's innovative strategies and programs to increase access to clean transportation and mobility options.

The candidate must also possess the ability and desire to be a team player, have strong interpersonal skills, and maintain a good sense of humor. A strong background and experience working closely with community-based organizations, facilitating deep and meaningful community engagement strategies, operationalizing equity throughout their work, and developing methods for measuring program success is highly desirable. Preference may be given to candidates that have experience working with grassroots and community-based organizations and other representatives for priority communities throughout the State, and can effectively communicate in other languages.
