Position Summary and Job Duties

This pool position will be responsible for providing weekly after hours on call coverage during the evenings and weekends.
  • Evening after hours is designated as: Monday-Friday, 3:30pm-7:00am.
  • Weekend after hours are designated as: Friday, 3:30pm through Monday, 7:00am.
  • Compensation for on-call hours will be paid at a rate of $3.50 per hour while on call. If the employee is required to report to work while being on call, the employee will be paid the hourly wage for time worked.
  • On-call employees will perform the Wednesday light checks while dark which takes approximately 2 hours (could be early Wednesday morning 30 min before sunrise or Wednesday evenings 30 min after sunset).
  • Currently training will be each month in 4-hour increments. These trainings may include but is not limited to our airport regulations to be current on, airfield and equipment familiarization or special projects. Anticipate flexibility as needed to accommodate guaranteed hours.
  • Anticipating a minimum of 16 hours per month, per pool person.
Performs a variety of manual skilled and unskilled tasks. The tasks may be routine or emergency in nature. It will include the upkeep and repair for airport property to include vehicles, equipment, facilities, grounds and related work as required. Must conduct Airport Operation duties such as inspections, assessments, and wildlife control. Must complete all required training as assigned. Shall be a qualified at Aircraft Rescue and Fire Fighting (ARFF).

40% Perform routine maintenance of buildings and grounds at the airport
  • Operates a variety of equipment, machinery, and small tools: trucks of various size, snow removal equipment, forklift, painting equipment, mowers, tractors, brush cutters, plumbing tools, carpenter tools, electrician tools, and related equipment.
  • Lawn maintenance: mow grass with both push and riding type mowers, removes trees and brush, spray weeds, edge grass, weed whack, prune bushes, apply fertilizer, plant grass.
  • Snow removal: operate snow plow trucks, brooms, blowers, deice truck, sanders, salters, shovels, on runways, taxiways, ramps, parking lots, and sidewalks of airport responsibility. May be for 16 hours or longer during snow events.
  • Complete repairs and upkeep of the Terminal and Maintenance buildings, T-Hangars, rental house and storage sheds. Change HVAC filters. Change light bulbs. Clean carpets. Maintain facilities in safe working order and general cleanliness.
  • Completes mechanical repairs and preventative maintenance tasks of vehicles and small engines.
  • Maintains the security fence and operating gate systems in good working order.
  • Paints parking lot and road markings as necessary.
40% Perform general airport Operations and Maintenance tasks
  • Complete all assigned training in accordance with the Airport Compliance Manual.
  • Conduct airfield inspections using the appropriate checklist. Identifies and communicates discrepancies. Removes Foreign Object Debris (FOD).
  • Issue Notice To Airmen (NOTAMS) when field conditions warrant.
  • Complete runway braking action assessments during inclement weather and report findings to the snow desk and/or relaying the information to others appropriately and timely.
  • Repair parallel and series, low, medium, and high voltage electrical circuits.
  • Participate in recognizing, responding, and removal of potential wildlife hazards.
  • Conduct inspections of the airport's fueling agent and other self-fueling tenants.
  • Paint runway and taxiway markings according to specifications.
  • Complete all necessary concrete and asphalt repairs on the runways, taxiways, and ramps.
  • Repair/replace airfield signage.
  • Repair/replace obstruction and ramp lights.
  • Maintains, aligns, and inspects airport-owned navigational-aid (NAVAID) equipment.
  • Escorts contractors and vendors inside the airport fence and enforces security measures.
15% Operate the ARFF truck and equipment for aircraft emergencies and local mutual aid emergency response
  • Completes all assigned training in accordance with the Airport Compliance Manual.
  • Completes monthly inspection of all fire fighting personal protective equipment and maintains in proper functioning order.
  • Completes weekly, monthly, and annual inspections of all ARFF vehicle equipment as assigned.
  • Performs skills test with equipment as requested.
  • Works with other fire department agencies during airport exercises as necessary.
5% Perform other duties as assigned

Success Factors (KSA's)
  • Knowledge of general airport maintenance, repair, tools and equipment;
  • Knowledge of occupational hazards involved and safety precautions necessary in performing airport maintenance and repair work;
  • Knowledge and ability to operate and maintain standard or specialized airport equipment;
  • Knowledge and skill in the types and use of common hand tools materials and standard equipment used in general maintenance construction and repair work;
  • Ability to establish and maintain effective working relationships with other employees and with the general public and airport tenants contacted in the course of work;
  • Ability to understand and follow oral and written instructions;
  • Ability to complete and maintain records and reports;
  • Ability to complete work within stated time limits;
  • Ability to utilize a wide variety of descriptive data and information such as regulations, blueprints, field condition reports, painting specifications, diagrams, maps, maintenance manuals, safety training materials, maintenance records, time cards and general operating manuals.
  • Ability to communicate effectively with airport personnel, contractors, FAA personnel, air traffic controllers, airline personnel, hangar tenants, aircraft pilots and vendor representatives.
  • Ability to perform work activities for extended periods, especially in winter.
Job Requirements, Education, Training & Experience
  • High school diploma or equivalent, two years light equipment operation, maintenance and repair work experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities.
  • Experience in an airport environment preferred.
  • Position requires a valid driver's license. Must Possess and maintain a current unrestricted (not due to corrective lenses) driver's license and auto insurance pursuant to the Rock County Administrative Policy and Procedure Policy 5.02 and 5.27. A valid commercial driver's license (endorsements A or B) is preferred.
  • While on call, employees will report to after hour airport or mutual aid emergencies within twenty (20) minutes. Must be available nights, weekends and holidays during snow and other airfield emergencies.
  • Must be able to attend and pass an FAA approved aircraft fire-fighting school plus participates annually in a live fire training exercise that is acceptable to the FAA.
  • Must pass a criminal background check.
  • Ability to use a computer and computer keyboard.

Equipment Use:
  • a variety of vehicles and equipment such as single, multiple axle and four wheel drive trucks, tractor
mowers, small to medium sized end loaders, tractor backhoes, etc.
  • lift and operate portable power tools such as chain saws, cut off saws, jack hammers (60 lbs) rotary
hammer drills and various other types of maintenance and construction equipment.

Working conditions:
  • Duties are performed mainly outside involving exposure to all weather conditions. Since employees in
this position operate construction and maintenance equipment at airport construction sites, they are

exposed to construction hazards such as: traffic, dust and dirt, and noise. During the use of equipment the

employees are subject to potentially hazardous substances such as: diesel fuel, gasoline, lubricants, and

solvents. Employees may be required to report for work at any time to work in emergency conditions such

as storms or flooding, at accident scenes and for emergency repairs to runways and signs.
