Position Overview: The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for departments across the Office of Educator Systems and Support. EDRS supports the Educator Preparation, Certification, and Enforcement (EPCE) department in the collection, reporting, and analysis of data related to the preparation and certification of educators, and the oversight of educator preparation programs (EPPs).

The Data Analyst plays a critical role in fulfilling data requests for public information and building data visualizations to inform Texas about the performance of educator preparation programs in Texas. This analyst updates, maintains, and improves the data visualizations for the Accountability System for Educator Preparation, Educator Production and Out-of-Field reporting using SAS Programs, SQL queries, and PowerBi. The individual serves as a subject matter expert for dashboard improvements across the EDRS team, seeking opportunities to improve interpretability and usage of key data from the Educator Preparation, Certification, and Enforcement Divisions. The person in this role also manages the work to compile and query data to fulfill public information requests using SAS programs and SQL queries.

This work requires extensive coordination within the EDRS unit and across other units at TEA. As part of this work, the analyst collaborates with team leaders to define, develop, and implement consistent documentation, design, and data infrastructure practices using SAS, SQL, PowerBi, and other relevant data tools. The individual also performs quality assurance reviews of SAS code, seeking to ensure that the data extracted is compiled with error. Finally, this analyst supports ad hoc request for the divisions that comprise the Educator Preparation, Certification, and Enforcement department as it relates to data and dashboards. This professional works under general supervision, with moderate latitude for the use of initiative and independent judgment.

This analyst may provide guidance to other staff in the EDRS-EPCE unit.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Analytics Projects: Develops SAS programs to drive the production of reports and research for the public and policymaking bodies as it relates to the production of reports on behalf of the educator certification team; leverages SAS, PowerBi, and HTML to make dashboards to meet legislative mandates for the Accountability System for Educator Preparation, Out-of-Field reporting, and Certification Supply; in co-junction with supervisor, builds requirements and delivers on requirements for all requesting units; manages project work using Smartsheets and other specialized TEA systems with moderate oversight.

2. Public Information Requests: Manages and produces certification data in respond to public information requests using SAS programs, SQL queries, Microsoft Access, specialized TEA systems, and Smartsheet.

3. PowerBi Subject Matter Expert: Serves as a subject matter expert for PowerBI and data visualization infrastructure that includes the Accountability System for Educator Preparation, Out-of-field Report, and Production Reports; contributes to the definition, development, and implementation of documentation, design, and data infrastructure practices for all public dashboards on the team; Uses SAS, SQL, PowerBI, and other relevant tools to maintain all dashboards in accordance with the team standards.

4. Quality Control: Conducts quality review of data products developed within EDRS; acts on feedback from other EDRS team members to systematically improve data and visualization products; develops SAS programming that allows for more efficient and effective testing of queries.



Qualifications:

Minimum Qualifications

• Education: Graduation from an accredited four-year college or university

• Experience: At least three (3) years of experience in data analysis, research, compilation, and/or reporting work. Experience working with large data sets and educational systems is preferred.

• Substitutions: An advanced degree may substitute for two years of required experience.

Other Qualifications

• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

• Experience in developing tools in business intelligence software, including PowerBI

• Knowledge of programming techniques and languages used in relational databases, including SQL

• Expertise with designing, generating, and updating high-quality reports suitable for a range of audiences based on user requirements

• Experience independently managing projects

• Ability to plan, organize, and manage multiple work streams with general supervision

• Effective written and oral communication

• Skill in statistical software, including skills in SAS preferred

• Familiarity with record keeping, including security procedures to handle, protect and distribute confidential data

• Knowledge of statistical processes

• A desire to self-reflect, give & receive feedback, and continuously improve

• Experience in maintaining effective working relationships with a variety of individuals and groups

• Experience with Texas education data preferred
