Job Summary:

Information and Technology Services (ITS) is looking for an Applications Development Manager to join the Enterprise Application System within ITS. This position is part of the management team in Research Administration Systems. We are seeking a forward-thinking candidate who can provide innovative technical strategy and leadership to our team as we replace four of our research administration systems in the next several years. In addition to technical leadership and strategy, this position will also manage a team of developers who support the existing applications. This position would report to the Assistant Director of Research Administration Systems.

Positions that are eligible for hybrid or mobile/remote work mode are at the discretion of the hiring department. ITS supports U-M faculty, researchers, staff, and students in their use of technology to teach, learn, research, and work, and be leaders in their fields. Research Administration Systems, a part of Enterprise Application Services (EAS), manages eResearch and two other research related web-based products. eResearch is the web-based system that centralizes the review and approval process for human subjects research applications, grant proposal submissions, management of research animals, and is scheduled to automate additional Research Administration functions. Responsibilities:
  • Provide technical and strategic guidance on a large-scale system migration to cloud-based technology.
  • Provide technical and strategic direction on data management/storage, data integrations, and reporting capabilities.
  • Collaborate with eResearch systems product managers (Animal Management, Conflict of Interest Management, Proposal Management, Regulatory Management, InfoReady, MiCORES) to develop, champion and oversee a technology and software acquisition and development strategy that aligns with business requirements and priorities within the university's ecosystem.
  • Contribute to strategic, technical and project planning within eResearch.
  • Collaborate with other divisions to manage technical infrastructure and the production application environment.
  • Guide and inspire a team of application developers in the setting and execution of eResearch vision and strategy, and in the development of new components and customizations. Duties include, but are not limited to: conducting regular one-on-ones, performance management, direct staff hiring, onboarding, training, and performance evaluations, reskilling, succession planning, timekeeping, refining and overseeing effective resource management and project assignment processes.
  • Be a supportive and positive team contributor in a highly collaborative team.
  • Stay abreast of the latest technology developments and modern software development methodologies.
  • Collaborate with various teams/members on defining and improving the software development process(es) utilized on the team.
  • Conduct effective cross-organization communications ensuring proactive and appropriate dissemination of information.
  • Lead and participate in internal initiatives and process improvement efforts.

Required Qualifications:
  • Bachelor's degree in Business, Computer Science, Information Systems or equivalent combination of education and experience
  • Minimum of 7 years relevant work experience in information technology, software development, which includes but is not limited to: system design, implementation strategies, process improvement, project management, production support, agile development, integration strategies, quality assurance, systems development methodology.
  • Minimum of 3 years of experience in a management position to include responsibility for strategic planning, customer relationship management, project management, resource planning and scheduling, and supervisory experience that includes recruiting, mentoring, career development and performance management, leadership, and/or team building.
  • Demonstrated technical knowledge in the assigned IT functions as well as broad knowledge in other disciplines/technologies/processes that interact with the assigned functions. This includes an understanding of database management systems (i.e., SQL Server, Oracle).
  • Demonstrated understanding and experience of the process and issues involved with software and application development, release management, tools, architecture, and methodology (knowledge of Agile, Scrum, or similar iterative development methodologies).
  • Experience leading teams through significant technology change.
  • Extensive programming background using an object-oriented language, web services, and modern web technologies.

Desired Qualifications:
  • Experience with cloud services with focus on architecture, data analytics and data management, and integrations.
  • Previous experience with evaluating third party products/vendors to ensure compatibility with technology standards and architecture guiding principles.
  • Demonstrated ability to understand technical information and communicate it to others using clear, concise, and user-friendly language.
  • Demonstrated technical knowledge in the assigned IT functions as well as broad knowledge in other disciplines/technologies/processes that interact with the assigned functions.
